Cultural governance has gone in a new direction after political governance and economic governance with the implementation of the strategy of developing a strong culture.It is of great significance to strengthen the country’s soft power to show the value implication of policy,economy,and culture.However,different from the "hard governance" shown by political governance and economic governance,cultural governance has the characteristics of "soft governance".It not only belongs to a more basic and extensive governance form but also is based on political governance and economic governance and strengthens cultural "soft power" as much as possible.Under this overall strategic layout,promoting economic development has always been the top priority of rural governance in underdeveloped areas.Public cultural governance has become a marginal task of rural governance.As a result,the improvement of rural public cultural service networks has not achieved improving the efficiency of public cultural services at the same time.Moreover,the governance behavior of the township government shows two different phenomena: on the one hand,under the pressure and constraints of the supervision and inspection of the county-level cultural administrative department,the daily opening work of public cultural centers and facilities is formalistic and inefficient.Besides,the township government has a negative attitude to work;On one hand,under the realistic background that the financial resources of township governments are limited,and poverty alleviation has become the focus of grass-roots governance,township governments take the initiative to organize connected public cultural activities positively.Therefore,using the grounded theory research methodology and following the theoretical construction to carry out research work with a strong interest in the operational process of rural public cultural governance in underdeveloped areas,the specific research problems continue to emerge with new concepts,codes,and categories in the research process.What is the state of rural public cultural governance in underdeveloped areas? Which subjects are included? What internal logic does the governance behavior of substantive participants follow? As a systematic governance process,what is the operating mechanism for township governments to effectively mobilize connected governance subjects to participate in public cultural activities? How to provide a systematic theoretical explanation for the practice of rural public cultural governance in underdeveloped areas? For the answers to the above questions,this study mainly draws the following conclusions:First,the shift from public cultural management to public cultural governance is not only a change in policy and academic discourse but also a rational reflection on the practical effectiveness of China’s public cultural services under the background of national governance modernization.As one of the important contents of public service,public cultural service not only has the general attribute of public service but also is different from public service because of the particularity of culture itself.From management to governance,important changes have taken place in the concept,subject,mechanism,and results of public cultural services.Public cultural governance is not only an effective way to realize public cultural interests,but also supported by the modern public cultural service system,follows the principle of the unity of instrumental rationality and value rationality,and pays more attention to the substantive improvement of citizens’ public cultural life.Second,the governance subjects of rural public culture in underdeveloped areas follow different action logics.The governance behavior of township government not only includes multiple motives such as administrative pressure,interest drive,performance appeal,and fulfilling mission but also needs the support of necessary conditions such as "first leader" promotion,complete infrastructure,participation of multiple subjects,and compliance with "local knowledge".The governance behavior has great uncertainty,showing the "first leader" of township Selective governance logic under will.The effective participation of the villagers’ group depends on the character of being rich and benevolent,the feeling of thinking about the source of drinking water,and the consciousness of cultural consciousness.Relying on their advantages,the villagers have the willingness and ability to build a communication bridge between the government farmers and the market farmers,undertake the governance tasks uploaded and issued,and essentially follow the cultural consciousness logic of practicing the local complex.Rural residents follow the logic of "weak participation" dominated by interests.Their effective participation behavior is driven by factors such as responsibility,interest,and profit,and plays a role in different fields.Third,the operational mechanism of rural public cultural governance in underdeveloped areas mainly includes policy innovation mechanism,task decomposition mechanism,and mass mobilization mechanism.Firstly,the township government has effectively shaped the institutional rigidity and provided sufficient dynamic support for rural public cultural governance through the implementation of policy innovation mechanisms and the pressure transmission between public cultural governance and rural core governance tasks.Secondly,to deal with the constraints of rural cultural resources,the township government effectively reduces the difficulty of carrying out public cultural activities by using the task decomposition mechanism and provides favorable conditions for rural public cultural governance.Finally,to stimulate the participation enthusiasm of the masses to the greatest extent,the township government implemented the mass mobilization mechanism,which effectively improved the effectiveness of rural cultural and social organizations,township sages,farmers,and other subjects participating in public cultural activities.Fourth,under the governance scenario of soft constraints,rural public cultural governance in underdeveloped areas is facing the internal tension between the dilemma of policy empty transmission and the needs of cultural poverty alleviation,which makes township governments have to focus their core concerns on policy actors in both vertical and horizontal dimensions to improve the effectiveness of rural public cultural governance.In response to the core concern of policy mobilization,township governments mainly adopt the behavior mode of "connected governance".Connected governance includes two levels: formal connected and informal connected,which are embodied into three governance elements: system,interest,and culture.Its operation process mainly depends on the policy innovation mechanism,task decomposition mechanism,and mass mobilization mechanism.It has typical characteristics such as dependence,temporary,and selectivity,and is manifested in diversified governance contents Compound governance mode,and flat governance structure.From the perspective of practical effect,connected governance has both effectiveness and limitation.Although the practical results of network shaping governance have been achieved,there are also unexpected consequences of administrative digestion governance.The innovation and contribution of this study are mainly reflected in the following aspects: firstly,taking "rural area" as the analysis unit,this study can better reflect the temporal and spatial unity and integrity of rural public cultural governance in the connection between system and non-system,structure and non-structure,and system and culture,it is more conducive to comprehensively grasp the real situation and reality of rural public cultural governance.Secondly,this study makes a more in-depth academic and rational analysis of public cultural services,public cultural governance,and the concept transformation between them,which enriches the theoretical connotation of public cultural governance.Thirdly,following the Research Essentials of grounded theory,this study tries to extract the core issues that the research objects care about and their coping strategies,which not only enriches the methodology and research perspective of rural public cultural governance but also presents the behavior logic of different subjects and the operation mechanism of rural government policy mobilization.Finally,this study refines the theory of rural public cultural governance behavior model in underdeveloped areas,which promotes the localization of public cultural governance theory to a certain extent. |
