Research On Public Cultural Services In Zhoucun District From The Perspective Of Multi-center Governance

It is the basic task of socialist spiritual civilization construction to meet citizens’basic cultural needs,the basic human rights for citizens to enjoy cultural rights,the important function of modern government,and the source of cultural soft power of a country and a city.However,the contradiction between the people’s growing spiritual and cultural needs and the government’s"low capacity and level of public cultural services" cannot be avoided.Therefore,it is urgent to build a government-led public cultural service supply mode with the participation of the market and social organizations.In this thesis,the Zibo Zhoucun district as the research object,on the public product theory,new public service theory,the multi-central governance theory as the theoretical basis,by the method of questionnaire and depth interview,Zhoucun district of public cultural services supply situation are analyzed and summarized,and put forward the corresponding optimization strategy for the existing problems.Zhoucun district in terms of public cultural services supply some beneficial exploration,has obtained certain achievement:area of county-rural tertiary preliminary perfecting public cultural services network,multiple mass cultural activities of the brand has been formed,cloud "situation" offline and online culture pattern has been formed,get vigorously carry forward the excellent traditional culture,literature and art high-quality goods create long-term development.Although the efficiency of public cultural service supply in Zhoucun District has been continuously improved and some achievements have been made,there are also many problems,such as mismatch between supply and demand and backward cultural talents.The emergence of the above problems is mostly related to "singularity",and the theory of polycentric governance provides a theoretical paradigm for solving the above problems.With the help of the theory of polycentric governance,social forces are introduced to participate in the supply of public cultural services,forming a good situation of coordinated supply by the government,market and social organizations.In view of the problems,on the basis of drawing lessons from domestic and foreign experience,the corresponding countermeasures are put forward.In the aspect of establishing the multi-center system of public cultural service supply,the role of the government in the supply of public cultural service should be defined and the governance mode of multi-center supply should be established.In terms of constructing the multi-center supply mechanism of public cultural services,it is necessary to establish the top-down supply decision-making mode,improve the demand expression mechanism of citizens,and construct the management mechanism of multi-center governance.In terms of exploring new ways of precise supply of public cultural services,we should innovate ways of social forces participating in cultural supply and enrich public cultural supply.It is necessary to establish relevant guarantee mechanism,increase the construction of cultural talents,and raise public cultural funds through multiple channels.
