Research On The Efficiency Improvement Of China’s Public Cultural Services From The Perspective Of Cultural Governance Theory

The efficiency of public cultural services reflects the realization of the value of public cultural products and services and the satisfaction of the masses.It is not only an important standard to measure the level of balanced,standardized and modernized construction of the public cultural service system,but also reflects the development requirements of common prosperity in material life and spiritual life.Different from the "cultural welfare theory" and"cultural rights theory",the study of public cultural services from the perspective of "cultural governance theory" focuses on exploring the constructive role of public cultural spirit played by public cultural services on the basis of meeting the basic cultural needs of the people.Its role is to enhance the spiritual strength of the people at the individual level,and it is reflected in the enhancement of cultural community awareness at the national and social level.The theory of cultural governance originated from the Birmingham School of Cultural Studies in the UK.With the promotion of research by scholars in Taiwan and the Mainland,a relatively clear research approach has been formed:"introducing governance into culture","cultural based governance",and a comprehensive perspective.Starting from the existing research on cultural governance theory and public cultural service efficiency,a model of influencing factors on public cultural service efficiency is summarized,consisting of four factors:governance subject,governance content,governance method,and governance mechanism.Relevant case objects are selected,and fuzzy set qualitative comparative analysis method is used to explore the configuration effect of multiple variables on public cultural service efficiency and the interactive relationship between various factors.Research has found that:(1)The efficient development of public cultural services can be driven by two configuration paths,which can be summarized as technology content factor driven and subject service factor driven.(2)Any single influencing factor cannot constitute a necessary factor for improving the efficiency of public cultural services,and there is an inevitable interactive relationship between various factors that work together to promote the efficient development of public cultural services.(3)Based on the empirical research results of fsQCA,the improvement of public cultural service efficiency should comply with the era background of digital technology’s deep empowerment and application of public cultural construction.From the perspective of governance entities,the scope of entities should be expanded and a diversified supply echelon pattern should be constructed;From the perspective of governance content,it is necessary to enrich service formats and reshape the public cultural spirit of the people;From the perspective of governance methods,multiple means should be adopted to adapt to the trend of technology acceptance and transformation;From the perspective of governance environment,it is necessary to optimize the environment in multiple dimensions and enhance the operational resilience of the guarantee mechanism.
