Problems And Analysis Of The Joint Reformation For Public Health Service,Medical Insurance,and Medical Production-circulation

The development process of health reform has a vital relation with interests of people,so the degree of social concern on health reform is seems higher than other field,and the discussion of health reform seems to become more and more enthusiastic.Since 2009,a new round of medical system reform has proposed,the Government has increased financial input to health-care,and the health-care almost covered all citizens.But the problem of “ The difficulty and expensive in seeing a doctor ” has not been solved,the hospital are overcrowded,the health reform has behind,the community-level medical and health service system is weak,the reform of “separation from decision making and monitoring functions and enforcing functions of the government” is difficult to push through,the resistance of the deep medical system reform is very huge,so the effects of the reform are not obvious.We should change the situation that the medical system reformed independently,combine the medical insurance and the pharmaceutical system to form “JRPMM”(Joint Reformation for Public Health Service,Medical Insurance,and Medical Production-Circulation).In recent years,the concept of the JRPMM has draw the attention of the related departments gradually,many cities has began with deeper research on the JRPMM.Through many years practice and reform,the value chain has been cut off,the drug expenditure was dropping year after year.The medical workers gradually get back the public nature.the medical insurance fund cruised back to profitability,and so on.But there are many problems remains unresolved,the reform touched some deep interest and it will be encounter obstruction.So this article attempted to use the the basic theory of public management to propose some suggestions and measures for the health system reform by create the holistic model of JRPMM.Part 1 of this article states the study-background of this question,the value and main hypothesis of the study,the process and method of the study,and then focuses on the domestic and foreign research present situation on health care issue,public hospitals reform and JRPMM.Researches by foreign scholars almost focus on the area of health,their researches in relation to the public hospitals reform are about medical products characters,the role of government and the market in the health-care services area,the condition of public hospitals' medical service and the reform mode of public hospital.Domestic scholars and experts focused on the four facets: reform strategy,the property right reform of the public medical institution,health care cost control and the drug pricing reform.Part 2 of this article analyze and study the JRPMM course and present situation.The public hospital reform went through four stage development of socioeconomic.In recent years,the Joint Reformation for Public Health Service,Medical Insurance,and Medical Production-Circulation has promoted the development of the medical system.But here are stills many problems exist in the JRPMM,lack of financial investment on medical system,uneven access to medical resources,the powerful monopoly position of the public hospital,Private hospital insufficient development,the medical hold at high price,low utilization ratio of the essential drugs,the medical expense rapid rise,the medical insurance fund pressure increases,and so on.Part 3 of this article research some representative pilot,especially the reform backgrounds,the reform measures,the reform effect and the propagable measures of the Sanming,Fujian Province and Songjiang District in Shanghai.Although the two reform mode have some inadequacies and unsolved problems,they are useful for the reform of other cities.part 4 of this article states some reference methods and approaches for hospital further development,we should build a good mutual promotion system for the JRPMM,intensify the governmental responsibility,coordinated push the reform of the medical service system,the drug market circulation system and the medical security system.We also should make great efforts to promote the the medical service system reform which focus on the public hospital reform,the drug market circulation system and the medical security system reform should play an essential role in pushing the medical service system reform;at the same time,the medical service system reform should plays the role of safeguarding the drug market circulation system and the medical security system reform.The last part of this article was a summary of the paper and also a outlook of the Joint Reformation for Public Health Service,Medical Insurance,and Medical Production-Circulation development.The health care reform grows quickly,the medical service level is improved year after year,the medical system gets more and more better,the coverage of the medical security system become more and more large and the support capacity become more and more powerful.But we should be noticed that there are stills a lot of problems in the health care system,the government should expand financial input,increase strength of regulation,sett up well-established Top-level Design,at the same time,internal health care system also should be make a reform to promote their further progress.And it will be provide a more capable and convenient medical service for the citizen.
