Research On The Overall Design Of Joint Reformation For Public Health Services, Medical Insurance, And Medical Production-Circulation

Joint Reformation for Public Health Services, Medical Insurance, and Medical Production-Circulation (JRPMM) is looked as the necessary road to the Health Systems Reform (HSR) success, which characteristics are the holistic planning and the cooperative performing. This thesis applies system science and management science to research the JRPMM holistic objects, strategic scenarios, the organization system and operating mechanism etc, which motivation is to create the holistic frame of JRPMM. This thesis is comprised by besides content.(1) The actuality and the problem of JRPMM. This thesis firstly analyses the process and the result of past more than 20 years HSR to reveal that the isolated reform is unsuccessful and JRPMM is the accessory road to the success, and then establishes the critical problem of JRPMM by analyzing the causes of unsuccessful reform.(2) Creating the holistic model of JRPMM. In order to realize the whole "joint refrom", this thesis firstly uses the Soft System Methodology (SSM) to confirm the holistic objects and strategic scenarios of JRPMM, and establishes the critical functions and the flow of JPRMM. Then this thesis confirms the critical factors by the Cricical Success Factors (CSF) and the Relativity Coeffient (RC). Lastly, this thesis creates the holistic model of JRPMM.(3) The design of JRPMM organization. Organizational cooperation which mainly includes the organization structure, the function distribution, is the "framework" of the objects and the strategic scenarios. In order to sustain the joint rerorm, this thesis researches the organization structure, the task division and the function distribution under the direction of the JRPMM objects.(4) The design of JRPMM mechanism. Mechanism cooperation is the "blood" of the objects and the strategic scenarios. In order to coordinate all kinds of mechanisms, this thesis firstly confirms the whole mechanism systems and the micro-mechanism systems. In order to ensure the scientific decision-making, effective supervision and just appraisment, this thesis puts emphases on the research of the holistic decision-making mechanisms, supervision mechanisms and appraising mechanisms.
