China is a big international shipping country with vast sea area and abundant navigation resources,maritime transportation and production activities are busy as well.At present,domestic and international situation is undergoing profound and complicated changes.From a historical perspective,marine activities are in an era of great development and great change,with the rapid development of global maritime transportation,resources development,fishery production,tourism and leisure activities,the number of people involved in marine activities is increasing day by day,the marine economy continues to grow rapidly,and the probability of accidents at sea increases accordingly.From a realistic perspective,it's in an era of frequent risks and challenges on maritime shipping industry.Maritime accidents caused by abnormal natural disasters or human factors occur frequently,the maritime security situation is complex and severe,and the demand for rescue and salvage is increasing.In recent years,such as the sinking of the South Korean passenger ship "SEWOL",the sinking of the Chinese passenger ship "Dong Fang Zhi Xing",and the collision and explosion accident of the Iranian oil tanker "Sanchi",which put forward urgent requirements for further improving Chinese maritime rescue and salvage emergency response capability.Based on the actual situation of maritime rescue and salvage in China,the author reviews the development past of the national marine rescue force,summaries the objectives and requirements of emergency plans,regulations and construction plans at all levels,enumerates the capabilities and advantages of different professional rescue forces,and introduces the current situation of marine on-duty deployment,based on the analysis of the characteristics and changing trend of the marine rescue case data in the past five years,found out the shortcomings of the deployment and allocation of the specialized rescue forces.This paper studies the factors of force deployment and deployment,designs a demand calculation model for on-duty deployment at sea,and compared with navigation intensive area in China,put forward some suggestions for deployment of national marine professional rescue force in order to further optimize the marine emergency rescue and protection in important sea areas.In order to enhance the efficiency of emergency rescue at sea,better protection the safety of life,environment and property at sea,and promote "One Belt,One Road" and "Community of shared destiny of mankind”suggestion implementation.
