With the development of our country,"The Belt and Road" policy and the "marine power" strategy,Under the big background of the beijing-tianjin-hebeiintegration,In recent years Marine economy of Hebei province presents a state of stable and rapid growth,so it prosper the port economy of Hebei province.But the quantity of entering and leaving port ships is increasing and the Maritime trade activities are increasingly frequent,so the marine risk happens more frequently within Hebei province inevitably,higher requirements for maritime search and rescue emergency work in Hebei province are put forward.Therefore,to improve constantly the maritime search and rescue emergency management ability and level,to prevent and solve all kinds of marine risks and emergencies,to build and improve the maritime search and rescue rapid response mechanism in Hebei province should become an important and urgent task.In this paper,through the methods of field investigation,literature research and inductive analysis,basic concepts such as the characteristics of the port location in the local of Hebei province area and public crisis,maritime search and rescue,and rapid response are introduced.On this basis,this paper expounds the status of maritime search and rescue in Hebei province in recent years,and the specific work of maritime search and rescue,and then combined with the author's own experience working in maritime safety administration departments,this paper analyses the current problems existing in the maritime search and rescue in Hebei province,the problems mainly includes that emergency management agencies to coordinate is insufficient,and emergency response mechanism is to traditional and emergency safeguard mechanism is not sound.The main reason for the above problems is that the maritime search and rescue doesn't arouse enough attention from the society,the construction of regularization startslate and the search and rescue mode is biased towards the tradition.By the analysis of the existing maritime search and rescue emergency management model of the United States,Britain and Japan and other developed countries and domestic developed regions such as HongKong,Guangdong and Fujian,based on the situation and status of maritime search and rescue in Hebei province,successful experience worthy of learning is obtain.Finally,this paper combined with the actual situation of maritime search and rescue inHebei province,using the public crisis management in the field of public management theory,business process reengineering theory and the theory of virtual enterprise,to further enhance maritime search and rescue ability,build a rapid response mechanism in Hebei province put forward the Suggestions and countermeasures.It mainly includes the construction of a maritime search and rescue emergency response process based on the network emergency platform to achieve the collection and classification of the dangerous situation.To establish an interactive mechanism for aeronautical and maritime search and rescue mode and regional coordination and cooperation departments,to improve the legal protection and compensation for rescue and rescue operations and encourage social forces to participate in the search and rescue at sea.This has certain practical significance for the construction and improvement of the rapid response mechanism of the maritime search and rescue and the development of the maritime search and rescue in Hebei province.
