Hainan Province is located in the southernmost tip of China.The jurisdiction of the sea area is more than 200 million square kilometers, accounting for about two-thirds of the sea area.It is the largest province of China's marine area. Hainan is the large channel of China and the international maritime shipping,37 international routes and 50% of global merchant ships (by tonnage), more than 40% of China's total foreign trade goods and more than 80% of the total amount of imported oil passing the sea area of Hainan Province.With the steady progress of the national marine power and "the Belt and Road Initiatives" strategy ,and the implementation of several major policy decisions, such as Hainan International Tourism Island,The south China sea resources development and service base, and the sea rescue base,Hainan is now ushered in a new upsurge of development and construction,the number of wade activities and ship traffic volume continues to increase.At the same time, affected by frequent extreme weather such as typhoon,monsoon and fog,in sea area of Hainan,the accident number of group die group of injury and other major workplace danger accidents are staying at a high level,the marine risk is increasing,these all bring unprecedented pressure for Maritime search and rescue work.Maritime search and rescue is the last line of defense of human life and property safety and marine environment protection.It is an important part of the national emergency rescue system.It has typical noncompetitive and non - exclusive, and it is a basic public service that government departments should provide.However,for a long time,due to legislative work lag,imperfect system of the Maritime search and rescue,lack of social forces,Maritime search and rescue of public services supply is seriously inadequate in Hainan.This is unmatched with the features of a major marine province,such as marine danger happens frequently ,dangers with large scale distribution of a wide range,aid for enormous demand. And the introduction of the third sector is an effective way to solve the problem of inadequate supply.Through presenting the current situation of Maritime search and rescue in Hainan sea area,this paper will sum up problems of it,and will analysis to us, under the situation that the national marine power and "the Belt and Road Initiatives" strategy is processing,the serious problems of the Maritime search and rescue,and the necessity of introducing the third sector to it.Secondly,this paper will analysis the situation and experience of development of foreign third sector in field of Maritime search and rescue,the Maritime search and rescue volunteers' construction situation and experience of other developed provinces (cities) in China's coastal areas,and Hainan's own favorable conditions.With multi-center governance theory, government failure and market failure theory,this paper will analysis feasibility of introduction the third sector to maritime search and rescue areas.Finally, from the three aspects of advancing the reform of the administrative system,strengthening the construction of the third sector and improving the social infrastructure,this paper puts forward the countermeasures and suggestions on the introduction of the third sector in Hainan Maritime search and rescue field.
