Research On The Implementation Evaluation Of The Spatial Structure Planning Of The Provincial Urban System

China is attaching more and more importance to the high-quality and healthy development of urbanization,as well as urban-rural and regional coordination.As one of the most distinctive plans in China,the provincial town system planning plays an important role in supporting the historical mission of high-quality development of new urbanization.As one of the core contents of the planning,the spatial structure of the provincial town system provides clear guidance for regional harmonious interaction,healthy promotion of urbanization,and integrated development of urban and rural areas.The urban planning implementation evaluation plays an important role in improving the effectiveness,scientificity and authoritativeness of the planning,and can analyze and solve the problems in the compilation,implementation and interest coordination of the planning.However,in the field of urban planning and implementation evaluation at the present stage,the relevant research on the spatial structure planning and implementation evaluation of provincial town system has not been carried out in depth,which may easily lead to the problems of strong randomness and poor implementation of planning,thus causing the imbalance of provincial spatial layout and development.Based on the above background and practical problems,this paper studies the spatial structure planning and implementation evaluation of provincial town system.Article first to the urban planning implementation evaluation,urban system planning of relevant theories and research status quo of urban system planning implementation evaluation were analyzed,and the second spatial structure of urban system in the double cognitive theory and planning based on practice,finally to put forward the basic logic of the planning implementation evaluation,that is,from the core of the "nuclear" and "with" connection degree,"area" the intensity of three aspects such as the provincial planning implementation evaluation of urban system spatial structure research.After that,on the basis of summarizing related research,the connotation of "core","belt" and "zone" is analyzed deeply,and an evaluation index system is established.In general,this paper mainly adopts the method of trend judgment to evaluate the spatial structure planning of provincial town system.On the premise of determining the basic logic,index system and evaluation method of this research,this paper takes shandong province as an example to carry out empirical research.Shandong province is one of the important city clusters in the eastern coastal area of China.From the 96 th edition of the urban system planning to the 11 th edition of the urban system planning and in a number of strategic plans,the spatial structure of the urban system in shandong province has been undergoing dynamic changes.Considering the legality and timeliness of planning,this paper takes the description and positioning of spatial structure in the urban system planning of shandong province(2011-2030)(hereinafter referred to as the planning)as the research object to evaluate the planning implementation.From the evaluation results,the planning of space structure planning implementation effect,development and construction of the urban system spatial structure in shandong province have played a role in guiding,including planning implementation of the "six" area density effect is best,"dual-core" core planning implementation effect of The Times,"four" connection degree of planning implementation effect is weak.In view of this evaluation result,this paper analyzes it quantitatively and qualitatively.Finally,this paper puts forward the optimization countermeasures for the spatial structure of urban system in shandong province from three aspects: improving the radiation guiding ability of "double core",strengthening the regional linkage effect of "four belts",and paying attention to the coordinated development level of "six districts".In addition,the paper also puts forward some Suggestions on the compilation,implementation and evaluation of the spatial structure planning of the provincial town system,so as to make a better connection with the territorial space planning,so as to promote the modernization of the territorial space governance system and governance capacity.
