In recent years,Chinese cities are stepping into the post-industrial era,and many economically developed cities are facing the opportunities and challenges brought by the impact of urban renewal process.The social structure of these cities has begun to change significantly,and they have entered the post-industrial era of cities in advance.In the 1990s,European projects involving transformation of old industrial buildings accounted for 80%of the total construction projects.In the future post-industrial era,most cities in China will also face the problem of regeneration of large old industrial buildings.Therefore,in the process of urban transformation in China,it has become a very challenging and important subject to apply scientific regeneration decision-making scheme to make the old industrial building heritage which needs to be improved be scientifically redeveloped,and at the same time to protect the historical relics and value of these old industrial buildings.Is modernization of old industrial building in urban development in China since the beginning of imprinting,they represent the culture of the city development and a pulse,but as a result of rapid urbanization in China,all cities are faced with a lot of the old city transformation and renewal of the city,leading to the current significance and the value of the protection and reuse of old industrial building in general consensus has not been formed.Current protection and regeneration of the old industrial buildings in some cities in our country has a lot of practice and exploration,but from the point of view,the regeneration effect and progress at present,China’s urban regeneration is still lack of scientific theoretical system of the old industrial buildings and perfect scheme evaluation and guidance on the evaluation system,so a large number of regeneration of the old industrial project plan and there is very great blindness in mode selection,caused many significant safety and quality problems after the regeneration of the project.Therefore,according to the urban characteristics of our country to develop scientific program evaluation and mode selection method in time,optimizing the regeneration effect of old industrial buildings is particularly urgent and important.Old industrial buildings have the dual attributes of private goods and common goods,including the exclusive use of private goods and the fixed and abstract sharing nature of various public carriers.Generally speaking,the government-led reconstruction project of old industrial buildings is of strong public welfare,and it is difficult to provide perfect products and services.The application of PPP model can give new development opportunities to the reconstruction project of old industrial buildings to some extent.In 2015,the Ministry of Finance stipulated that value-for-money evaluation must be included in the preliminary evaluation of PPP projects.Therefore,if the government-led reconstruction project of old industrial buildings adopts PPP model,it must pass the test of value-for-money evaluation.Therefore,this study establishes the VFM program evaluation system for the old industrial buildings regeneration PPP project,and adopts the improved Topsis and multi-classification Logistic methods to evaluate the old industrial buildings regeneration VFM program and analyze the regeneration mode selection based on the actual cases.To verify the build VFM evaluation index system,this study scheme evaluation model,adaptability and feasibility of the mode choice model,has been clear about the recycling of old industrial building scheme evaluation and significance of mode selection,expand the current regeneration of old industrial building scheme evaluation framework and the methods of mode selection and evaluation system,with high research value.
