| In recent years,the state launched the inventory regeneration strategy for the optimization of urban spatial structure and the solution of land shortage in large cities.Shanghai is one of the first cities in the country which abandons the “spreading pie”model.The proportion of its industrial land exceeds one-fifth of the total amount and its optimization and revitalization become the main challenge.At present,the practice of it industrial regeneration reaches a certain scale,but the comprehensive benefit evaluation system is still blank.Studying the comprehensive benefit assessment of the industrial regeneration can improve the supervision of the entire process of the projects and help future developments.The analysis selects the comprehensive benefit evaluation system and model of industrial regeneration as the research object.Based on Shanghai’s inventory regeneration policy,the characteristics of market practice and the status quo,it is found the research gap on the comprehensive benefit evaluation system.Thus,it extracts the evaluation factors according to the demands of stakeholders,and analyzes the internal mechanism of the evaluation factors to establish the comprehensive benefit evaluation system.This study improves the evaluation method,and conducts a combination of subjective and objective weighting through questionnaire surveys,expert consultation,field research,and desk research to establish the "AHP + EVM+ TOPSIS / interval evaluation method" as combinated evaluation model.It not only evaluate and teste 10 representative cases in recent years in Shanghai,but also takes "Shangsheng·Xinsuo" and "Xingfuli" projects as empirical study,summing up the experience for future projects.In the end,the suggestions are made from four aspects: reflection on the results of comprehensive benefit evaluation,strategies for improving comprehensive benefits,feedback on inventory regeneration planning and improvement paths for the governance. |
