| Since the 18th CPC National Congress,the system of ecological civilization has been accelerated,the main function area system has been gradually improved,and the national park system and resources saving has been actively promoted.The consumption of energy has fallen sharply;Major ecological protection and rehabilitation projects are progressing smoothly,and forest coverage has been continuously improved;Ecological environment governance has been strengthened and environmental conditions have been improved.The report of 19th National Congress of CPC points out:Our country has entered a new epoch,in which the major social contradictions in China have undergone significant changes.There are many support for this basic judgement,and the ecological civilization is an important support.That is the contradiction between people's growing demand for beautiful environment and insufficient development.The 19th National Congress of CPC also proposed four tasks for construction of "beautiful China":The first is to promote green development;The second is to solve the problem of outstanding environment;The third is to increase the protection of ecological system;The last is to reform the ecological environment supervision system.which reflects our country's determination of environmental governance.Although the environment is a kind of public goods,because of the complexity and diversity of the environmental problems,government's environmental governance can not completely solve the environmental problems of our country.Although the general public has a strong sense of environmental protection,because of their lack of good organization and professional knowledge,the execution of environmental protection is rather weak.At present,the economy and society of our country are undergoing a comprehensive and profound transformation.The change of market oriented government functions and the growth and development of society have made great progress.These great changes have created good foundation and conditions for social organizations to undertake public affairs.ENGO is also gradually gaining recognition from the government and the public because of its professional level and efficient integration of resources.ENGO uses its own professional advantages,information and mechanism advantages,taking collective action to participate in environmental governance activities,or exerting pressure on the state government to help public to participation in environmental protection,and and is also promoting the transformation of the government's ruling way.Although ENGO has achieved a certain number of achievements,but there are still a lot of problems,such as the impact of activities and the social mobilization ability are not strong,the external environment is not optimistic,and its own strength still needs to be improved.On the basis of consulting a large number of relevant materials,this paper studies the case of Ji'nan green Qilu,and actively explores the effective ways of China's ENGO participation in environmental governance.This paper gives a thorough analysis of green Qilu's participation in the environmental governance,and answers to what resources and strategies used by ENGO in our country,and the main problems faced in their participation process.This paper focuses on three aspects of optimizing the ENGO participation in environmental governance.firstly is establishing interaction mechanism between the government and the ENGO;secondly is promoting the strength of the ENGO,and the last is making the joint efforts of the public,the other ENGOs,and the media to participate in the environmental governance,hoping that it can be a reference for China's environmental governance system,and further promote the rapid development of China's ecological civilization construction. |
