| Over the past 40 years since the reform and opening up,China’s economy has been developing rapidly,social construction has made new achievements,and the contradiction between social development and ecological environmental protection has also followed.Therefore,people are paying more attention to environmental governance,and the concept of environmental governance has become popular among the people.The national environmental governance system has also been developing and improving.The public as an important participant and beneficiary of urban environmental governance began to receive attention.However,at the present stage,urban environmental governance is still trapped in the predicament of excessive government regulation,lack of social responsibility of enterprises and passive participation of the public.The participation rate of public environmental governance and the implementation rate of environmental protection behavior are low.Therefore,an in-depth study of the important factors affecting the public participation in urban environmental governance is of great significance to improve the level of public participation in environmental governance,strengthen urban ecological environmental protection,and promote the healthy development of social economy.This paper studies the public environmental behavior in Shaanxi Province at the regional scale.Based on the analysis framework of planned behavior theory and MOA theory,a model of influencing factors of public participation in urban environmental governance behavior is built to explore the mechanism between public environmental participation behavior and influencing factors.Data needed for this study are collected by issuing questionnaires.SPSS26.0 and AMOS were used for the empirical analysis to draw the following conclusions and put forward corresponding policy recommendations:Firstly,by analyzing the views and status quo of public participation in urban environmental governance,it can be seen that the existing problems such as low enthusiasm of public environmental behavior,fewer opportunities for environmental participation,lack of environmental responsibility,and obstructing channels for environmental participation have a negative impact on the relationship between the public and the government,resulting in a crisis of trust between the public and the government,leading to a low participation rate of public in environmental governance.Secondly,through the analysis of population characteristics,it can be seen that gender variables do not affect the influencing factors of public participation in urban environmental governance behavior,while age,education level,monthly income,identity background and marital status have differentiated influences on the influencing factors of public participation in urban environmental governance behavior.Thirdly,through hypothesis testing and model fitting,it can be seen that behavioral attitude,subjective norm,ability,opportunity and participation intention all have significant positive influence on environmental behavior;As a mediating variable,participation intention plays a mediating role between behavioral attitude,subjective norm,opportunity and environmental behavior,but has no significant mediating role between ability and environmental behavior.Participation intention and behavior attitude play a chain mediating role between subjective norms and environmental behavior.Based on the above research,this paper puts forward four policy recommendations: first,to enhance the public awareness of environmental governance participation;Second,improve the environmental governance information disclosure mechanism;Third,improve the public participation incentive feedback mechanism;Fourth,we will foster and develop formal social environmental protection organizations. |
