| In the 19th national congress of the communist party of China,one report pointed out that China's economy had already changed from a stage of rapid growth to a stage of high-quality development,and promoting high-quality development of industries would be the top priority of current and future work.The high-tech industry is directly related to the industrial foundation and innovation ability of a region,and it is necessary to push the high-tech industry towards high-quality.High-quality development pursues high-efficiency growth,and gains the maximum benefit with less input,namely,the improvement of technical efficiency level.Technical efficiency can be used to measure the effectiveness of the use of technology,reflecting the operator's ability to reach the maximum output or the minimum cost under the same input of factors(Farrell,1957).Technological innovation and institutional innovation are the decisive factors of technological efficiency.Technological innovation is conducive to giving full play to the role of various factors of input,and institutional innovation is conducive to mobilizing the positivity of various factors of production.The viewpoint of new institutional economics points out that institutional innovation determines technological innovation(Acemoglu et al.,2005),and the management decisions of investors and entrepreneurs depend on the improvement of the institutional environment to a large extent.China is a vast country with obvious regional institutional environment difference,which has direct or indirect impacts on the technical efficiency of high-tech industries.So,in recent years,how is the status of the technology efficiency of Chinese high-tech industry?What's role does the institutional environment play?Based on the perspective of technical efficiency,this paper attempts to quantitatively evaluate and optimize the development status of regional high-tech industry.As for the evaluation method of technical efficiency,this paper selects the three-stage DEA method to effectively remove the interference of external environmental factors,so as to calculate more accurate technical efficiency of high-tech industry.Based on this,in view of the spatial spillover effect of the technical efficiency of inter-regional high-tech industries,the spatial econometric model and the optimization of the technical efficiency of high-tech industries are brought into a unified framework.At the same time,the direct effect of institutional environment on the technical efficiency of high-tech industries and the inter-regional spatial spillover effect are researched from the theoretical and empirical perspectives,so as to provide some suggestion for the high-quality development of high-tech industries in the region from the perspective of space.The results show that,the average technical efficiency of the high-tech industry is 0.392,which is lower than the initial efficiency of 0.649,which is mainly subject to low-level scale efficiency.There is a spatial spillover effect on the technical efficiency of high-tech industries.The development of non-state-owned economy and product market is conducive to improving the technical efficiency of high-tech industries in the region and adjacent areas.The development of factor markets cannot promote the technical efficiency of high-tech industries in the region and adjacent areas.The market intermediary organization and legal system environment have a positive direct impact on the technical efficiency of high-tech industries in the region,but there is no significant spillover effect. |
