The strategic layout of talents is an important resource guarantee for the company's implementation of its mid-to long-term strategic plan.The company's recruitment system is the port for talents to be introduced in and plays a role as a talents filter.This paper investigates the recruitment system of a company and designs a new one to adapt its strategic plan.Firstly,a survey was conducted on the industry in which the company was located and the development status of the company so that the company's talent needs could be understood under the company's mid-to long-term development strategy.Secondly,an in-depth interview method was used to diagnose and analyze the problems of the human resources recruitment system of the company.Some findings are followed: First,the enterprise is currently in a period of strategic adjustment and requires a large number of key and ordinary talents.However,the recruitment rate of the human resources department could not meet the needs of the enterprise,especially those in key positions.Second,the survival rate of new recruits was poor,and they could not effectively identify with the corporate culture,especially excellent talents.Third,there was a certain deviation between the actual requirements of the company and new recruits,which could not meet the company's talents needs.Fourth,the final interview of the company's human resources department for recruiters required the participation of leaders.Due to the uncertain time,the recruitment cycle had been extended.Fifth,due to the decline in the effectiveness of recruitment,the pressure on the human resources management department has increased,and the status of the department has declined.Therefore,in order to enhance the strategic position of the company's human resources management department in the company,this study focused on the recruitment system of the company.According to the HRBP management model,a new recruitment system named HRBP model recruitment system was established based on the company's development plans,departmental characteristics,and industry attributes.The recruitment system consists of three pillars: human resources business partners(HRBP),human resources center of excellence(HRCOE),human resources shared services center(HRSSC).The main functions of the HRBP include job analysis with the department's authority,job description,guidance for new employee training,HR consulting for other employees in the department,and staff planning and forecasting.The main work scope of the HREOC includes the development of recruitment and selection procedures,the design of application forms,staff recruitment tests and interview design.HRSSC mainly launches recruitment information,expands recruitment channels,establishes a network of social talents,arranges interviews,and signs contracts.Finally,the optimized recruitment system were carried out the pilot implementation in the company's design department,through the re-distribution of the original human resources department,re-distribution of the work content,to establish the HRBP model without adding new personnel.The establishment of the new system has initially achieved the professionalization,standardization and efficiency of the recruitment process of the Company.However,its long-term implementation effect needs further observation and tracking.
