Technology Resources Allocation Efficiency Evaluation Of Private Enterprises Manufacturing Military Product

With the further development of civil-military integration,more and more private enterprises enter the scientific research and production fields to manufacture military products,which make these private enterprises become a new force in national defense technology construction.The problem how technology innovation ability of private enterprises manufacturing military products is,and whether to promote China's national defense technology innovation ability and R&D production capacity of military products,has become an important issue that promotes the development of civil-military integration depth.The paper establishes on the basis of technology resource allocation situation of private enterprises manufacturing military products,through the evaluation of technology resource allocation efficiency,seeking to the influences of technology resources allocation efficiency factors,finding that the main problems of the allocation of technology resources,putting forward policy suggestions at last,in order to enhance independent innovation ability of the private enterprises and market competitiveness of military products,and to improve our country's national defense technology innovation ability and support the weapons and equipment production capacity.The paper adopts the methods combined with qualitative and quantitative research,to process and analyze the relevant financial data of 87 listed private enterprises manufacturing military products from 2010 to 2014,on the base of DEA evaluation method and regression analysis method.This paper is divided into seven parts:First,the paper analyzes the current situation and problems of technology resource allocation of private enterprises manufacturing military products with 87 listed companies as samples,from the two angles of the input and output.Secondly,we utilize the DEA model to estimates the Malmquist index and its decomposition situation of 87 private enterprises manufacturing military products,conducts comparative analysis with traditional military enterprises and private enterprises,evaluates the allocation efficiency of technology resources of private enterprises manufacturing military products.The next part analyzes the main influencing factors,with establish an input and output relationship of regression model.On the basis of the study above,the last part summarizes the problems of technology resources allocation of private enterprises manufacturing military products,and then gives five suggestions to make private enterprises manufacturing military products optimize their technology resources allocation.
