The scientific and technological(S&T) resources as a scarce resource, the problem of its rational distribution is concerned about China's long-term and is difficult to fundamentally solve. At present, all levels of government departments pay attention to our capital investment of regional scientific and technological resources. The relevant funds and investment continued to increase the rate of growth gradually accelerated, on economic and social development, their ability to support growing, the impact is growing. In their efforts to increase investment, at the same time we must pay full attention to the utilization efficiency of scientific and technological resources, if we just blindly increase the input, rather than focus on the rational allocation of scientific and technological resources, will lead to a huge waste of scientific and technological resources inevitably. At the same time our country has a very different regional resource element, there are also considerable gap of scientific and technological between the regions, the gap has accelerated the expansion of economic and social disparities. This article is based on a theoretical and practical background, from a regional perspective on evaluation study of China's scientific and technological resource allocation efficiency.This paper based on the summary of the related research on the efficiency of science and technology resource allocation and configuration capabilities, from a regional perspective, measure the scientific and technological resources allocation efficiency used the principal component analysis method, TOPSIS method entropy weight, super-efficiency DEA method respectively, as a basis, chose Average Method, Borda method, Copeland Method, Fuzzy Borda Method, these four combined evaluation method for the combination evaluation. Evaluation showed that:the situation of scientific and technological resource allocation efficiency with socio-economic development of all regions showing a significant area of difference. The scientific and technological resource allocation efficiency among the top 10 areas which belong to The eastern region has seven, in the bottom 10 of the region there are three central regions, Namely Shanxi, Hainan, Jiangxi, and the rest belong to the western region.Based on the differences of scientific and technological resource allocation efficiency, explore the reasons for its formation:China is still in the stage of economic development promote on scientific and technological progress, do not give full play to science and technology are primary productive forces of the leading role. The light of these studies and the actual situation in our country, put forward the countermeasures and suggestions to improve the optimal allocation of scientific and technological resource from aspect of the object and subject:optimize the structure of technological human resources, establishment the system of diversified financial technology resources, emphasis on the efficiency and effectiveness Financial technology resources, improve the science and technology development policies, optimize the social environment, sound management system, strengthen the dominant position of technological innovation, enhance the capability, independent innovation, establish the scientific and technological intermediary service system, actively promote the conversion of scientific and technological achievements. |
