DEA Analysis Of The Efficiency Of Science & Technology Resource Allocation Of Private Enterprises In Zhejiang Province

We use the census data of input and output of science and technology resources of privete enterprises in 89 area of Zhejiang province to analyze and compare the science and technology resources' input and output status in different area.Then we measure the efficiency of their allocation of science and technology resources by Data Envelopment Analysis(DEA).On this basis,we analyze the factors that affect the allocation efficiency of science and technology resources of private enterprises in Zhejiang Province.The results show that the input of scientific and technological resources of private enterprises in Zhejiang Province is relatively large,and the allocation efficiency of science and technology resources of private enterprises in each regions is also large.Most of the regions' allocation of science and technology resources are ineffective.There are five cities,most of the districts and counties in the city are put intoredundant issues such as Hangzhou,Wenzhou,Jinhua,Quzhou and Taizhou.And there are insufficient output of Beilun District and Fenghua City,Yongkang and Kaihua County,Luqiao District and Wenling City.It is said that abundant scientific and technology resources of private enterprises in Zhejiang Province did not obtain the appropriate scientific and technological output,resulting in a waste of science and technology resources.Through the regression analysis,it is found that the three factors,such as the allocationg structure ofscience and technology resources,the quality of enterprises' science and technology institutions,and the support of government to enterprises' science and technology activities,have significant influence on the allocation efficiency of science and technology resources of private enterprises in Zhejiang Province.The allocation of science and technology resources has the most significant impact on the allocation efficiency of science and technology resources of private enterprises in Zhejiang Province.It shows that the main reasons for the inefficient allocation of science and technology resources of private enterprises in Zhejiang Province are the unreasonable allocation of science and technology resources.The specific performance is structure of science and technology people and the structure of scientific expenditure.Based on the above conclusions,we give the following suggestions.It is suggested that private enterprises in Zhejiang Province should input the efficiency of science and technology resources more efficiently,optimize the structure of expenditure of science andtechnology,improve the quality of enterprises to do science and technology institutions.At the same time,the government should also strengthen the support of private enterprises in scientific and technological innovation.
