Scientific and technological resources are the material basis for scientific and technological activities. With the deeper integration of science technology with economy and the development of knowledge economy, scientific and technological resources play a more obvious role in promoting and supporting the sustainable development of the economic society as the first resource, which urges various regions and countries to increase the investment in scientific and technological resources from the aspect of the strategy.The allocation of scientific and technological resources directly decides the efficiency of scientific and technological resources. When Shanxi Province continuously increased the investment in scientific and technological resources in accordance with the overall strategic deployment of the central government concerning the scientific and technological development, the low efficiency and invalid allocation of scientific and technological resources became increasingly prominent, the enhancement of the scientific and technological capability on the basis of low-efficiency allocation lacked competitiveness, and the increase in scientific and technological investment on the basis of low-efficiency allocation led to greater waste of resources. The article analyzes the current situation, finds out problems, carries out efficiency measurement and puts forward optimization program with the allocation of scientific and technological resources in Shanxi Province as the research object, in order to improve the allocation efficiency of scientific and technological resources in Shanxi Province, enhance the regional competitiveness in science and technology, and promote the economic development and realization of the resource-based economy transformation strategy.The research framework of the thesis is as follows:The first part Introduction introduces the background for selected topic, purpose of research and research significance of the thesis, summarizes the domestic and foreign research status, and puts forward the research contents and methods of the articles; the second part summarizes the connotation and characteristics of scientific and technological resources, classifies the scientific and technological resources, analyzes the connotation of allocation of scientific and technological resources, and explores into the factors influencing the allocation efficiency of scientific and technological resources, which provides theoretical basis for further research; the third part makes a qualitative analysis of the overall allocation of scientific and technological resources in Shanxi Province and the current status of the regional allocation, and points out the existing problems; the fourth part designs the evaluation index system of the allocation efficiency of scientific and technological resources in Shanxi Province, introduces the DEA method and CCR model, and establishes the two-phase evaluation model of the allocation efficiency of scientific and technological resources in Shanxi Province on the above basis; the fifth part carries out measurement and evaluation of the allocation efficiency of scientific and technological resources in Shanxi Province on the basis of the cross-section data of31provinces and time-series data from2002to2010of Shanxi Province; the sixth part explores into the countermeasures for the optimization of allocation of scientific and technological resources in Shanxi Province; the seventh part summarizes the main research conclusions of the thesis and points out the shortcomings of the research.Main research conclusions:(1) The comprehensive efficiency value of the allocation of scientific and technological resources in Shanxi Province in2009was0.378, including the technical efficiency value of0.454and the scale efficiency value of0.832. The technical efficiency and scale efficiency were in the invalid status, and the scale efficiency was increased progressively.(2) It was found out through graded efficiency analysis that the allocation efficiency of scientific and technological resources in Shanxi Province in2009ranked among the fourth level in the country.(3) It was found out through compound DEA analysis that, the scale of investment in scientific and technological funds, the scale of investment in human resources of science and technology, intensity of investment in human resources of science and technology, quality of investment in human resources of science and technology and strength of investment in scientific and technological funds had an impact on the allocation efficiency of scientific and technological resources of Shanxi Province, with the respective influence degree of42.64%,7.20%,4.30%,3.75%and0.27%. In the aspect of scientific and technological output, the influence coefficient of the output of scientific and technological theses on the allocation efficiency of scientific and technological resources was17.39%, and the influence coefficient of the patent output was28.57%.(4) It was found out through projection analysis that, the full-time equivalent input redundancy ratio of the R&D personnel of Shanxi Province in2009was30.34%, the input redundancy ratio of the personnel of ten-thousand scientific and technological activity was41.12%, the input redundancy ratio of the proportion of R&D expenditure to GDP was21.18%, the output inefficiency ratio of the transaction volume of the technical market was39.66%, the output inefficiency ratio of new products of high-tech industry was385.34%, which indicated that the investment in the human resource of science and technology in Shanxi Province experienced prominent redundancy and output, and required further optimization.(5) The allocation efficiency of scientific and technological resources of Shanxi Province from2003to2011was invalid in technology and scale, taking on a u-shaped development tendency in the nine years.
