Over the past half century,the special social system--land reclamation system,which is generated from the planned economy system and based on agricultural reclamation,has played an integral role in accelerating agricultural modernization with Chinese characteristics featuring new model and high efficiency,securing reserves of nationally-important strategic materials including grain and rubber,satisfying individuals' ever=growing demands for agriculture,forestry,animal husbandry,and fishery products as well as strengthening coordinated development of economy and society in reclamation regions.In recent years,with the implementation of new-round farmland reclamation reform as well as the launch of the “1+N” top-level design on deepening reform of SOEs,varies reform moves have continuously achieved in-depth progresses while come out several problems,especially in reclamation enterprises.A series of issues concerning imperfect management system,poor operation mechanism,unsound industrial structure,weak profit foundation,and brain drain largely restrain the advancement of new-round reform for enterprises.A host of challenges facing reclamation system await immediate researches and solutions: the improvement of management system and operation mechanism,industrial structure upgrading,scale benefits shaping,high-end personnel attraction and the building of reclamation enterprises into a regional and comprehensive agricultural SOEs so as to make state-owned properties larger,better and stronger.The paper takes HAH Group as an research object,adopts related theories on strategic management of enterprises,and uses PEST,SWOT and other research methods to systematically and comprehensively analyze and evaluate the internal favorable conditions and external enabling environment and related development elements in a drive to clarify objectively the development trends and further determine development-oriented strategic thinking,vision,mission and position,set development goals of mid and long-term,make strategic layouts for expanding both domestic market and overseas market,combine cooperate-level strategy with business-level strategy,cater on operational strategy,put reform measures into practice.Based on the research of HAH Group's former development strategies,the most practical development strategy has been set forth to improve management system,transform operating mechanism,optimize structure of layout,boost core business,speed up industrial upgrading,and elevate scale effects,cultivate core competitiveness,provide necessary basic theoretical support for sustainable and sound development.Besides,guidance has been provided for new round of reclamation and SOE reforms that are currently in full swing nationwide.
