As countries around the world continue to intensify their efforts to enter the oceans,and the world enters an economic era that requires oceans to benefit and develop into the oceans,the offshore oil and natural gas development and construction project will become a sunrise industry that depends on high technology,intensive labor,and strong funds.This has played a huge role in the laying of China's submarine pipelines.With the rise of a large number of offshore construction teams,the offshore pipe laying engineering market has entered a fierce competition,and construction companies are facing more and more challenges.At present,most of these types of projects have adopted internationally more popular and popular EPC construction engineering models.For EPC type projects,scholars at home and abroad have been paying attention to it for a long time,and a lot of researches and discussions have been made on the risk management,procurement management,cost management,and contract management of EPC type projects.As an important part of project management,performance evaluation is also extremely important in the actual management of EPC projects.However,many companies often do not pay attention to performance appraisal,or do not have a reasonable and effective performance appraisal system,which results in unfavorable project performance.This article mainly focuses on the problems of the current performance appraisal system of the project department of Sinopec Shengli Oil Construction Co.,Ltd.(abbreviated as Shengli Oil Construction Co.,Ltd.).It aims to design a set of simple and easy Operative and performance assessment tools that can meet the needs of business development.Through the objective,fair and accurate performance appraisal of construction and construction company personnel,to master the enterprise performance appraisal information,to play a role in guiding and supervising the staff's work level,improving employee performance and promoting the development of the enterprise.This article adopts a combination of theoretical and practical research methods,through the collection of existing performance appraisal materials of the project department of Shengli Oil Construction Co.,Ltd.,based on the analysis of existing materials,analyzes and studies the current performance appraisal status of the project department.The idea of solving the problem.In terms of theoretical research,the objectives of management,balanced scorecards and key performance indicators(KPI)methods were used to redesign employee assessment indicators,and the evaluation weights were divided to optimize the performance evaluation system for the project staff.This article hopes that the project department can adapt to the needs of the current market competition by establishing a scientific and rational human resources management system.Scientific human resource management is not only an urgent issue facing many construction companies.The final assessment method and some recommendations hope to guide the performance reform of similar companies in the same industry.
