The "Belt and Road" initiative is China's answer to today's wave of globalization.China hopes to build a human destiny community of peaceful development and mutual benefit through the "Belt and Road." The connotation of the "Belt and Road" includes the "five links" —policy communication,road connectivity,unimpeded trade,currency circulation,and people-to-people links.Road connectivity is a priority area for the "Belt and Road Initiative," and the current "Belt and Road" initiative is also Focus on infrastructure contract projects.Investment is one of the "three carriages" that drives the national economy.Investment efficiency represents whether the allocation of resources is optimal.Therefore,it is of great strategic importance to study the efficiency of national infrastructure investment along the "Belt and Road".This article is divided into six parts.The first part includes the background,significance of the topic and the current research in the academic world.The second part is the definition of the core concepts and the traceability of the theory.The third part is along the "Belt and Road." The description of the status quo of the national infrastructure;the fourth part is the model's introduction and specific formulas,and describes the index system of this article;the fifth part is mainly to quantitatively analyze the results of the model from different angles of time,region,index,etc.;In part,opinions are based on the analysis results and corresponding policy recommendations are given.Through the construction of infrastructure input indicators and output indicator systems for 37 countries along the "Belt and Road" route from 2006 to 2016,and panel data on input and output indicators,DEA-BCC and DEA-Malmquist were used.The index analysis method has quantitatively analyzed the infrastructure investment efficiency of 37 key countries along the "Belt and Road".The final analysis results show that:(1)The overall level of infrastructure investment efficiency of the 37 sample countries along the "Belt and Road" period during the inspection period is low,showing a downward trend in fluctuations.The investment efficiency of each country varies greatly,but this difference is being Gradually reduce.The decrease in efficiency is mainly due to the negative effects of technological progress and changes in the external environment;(2)The overall technical efficiency index for countries along the Belt and Road Initiative is higher,and the overall technology investment efficiency of each country is not significantly different;(3)The technology change index of the countries along the Belt and Road initiative is relatively low,and there is a large gap between countries;(4)Infrastructure investment in West Asia and the Middle East is most efficient,followed by Central and Eastern Europe,and South Asia and Southeast Asia have lower investment efficiency.,And there is a big difference in the investment efficiency of each region.Based on the above results,the following suggestions are given:(1)For countries along the "Belt and Road",it is necessary to strengthen the coordinated development of the region and the industry,and promote the overall,systematic,and coordinated nature of infrastructure investment;(2)For comprehensive technologies Countries with constant efficiency should invest in countries with favorable policies in the field of infrastructure and stable and free social environment,and at the same time improve their relevant technological innovations.(3)For countries with purely technically efficient economies,they must invest in their economies of scale.Decisions;(4)For countries with higher investment efficiency in the Middle East and the Middle East,they can focus on high-tech infrastructure investment such as high-speed railways,telecommunications,and optical cables;and they should improve technological efficiency and improve the basis for South Asia and Southeast Asia and Central Asia.The facility system allows the quality of infrastructure to match its scale.
