R&D Efficiency Measurement And Countermeasure Study For Countries Along The Belt And Road

"Belt and Road" is the world’s longest,most potential Sea-Land Economic Corridor,and is a great strategy of world influence for China to adapt to the development of economic globalization."Belt and Road" is not only the way to economic cooperation and trade exchange,but also the road to science and technology cooperation and development.The construction and development of the "Belt and Road" needs scientific and technology innovation to lead and drive,and needs countries along the "Belt and Road" to work closely together and innovate collaboratively.R&D as the core part of the technological innovation activities,plays an important role in strengthening the national science and technology innovation ability.The rational and efficient allocation of R&D resources is particularly important in R&D activities.R&D efficiency is an important index to reflect the allocation and operation of R&D resources.Prompt,scientific and comprehensive measure of the R&D efficiency is of great significance for countries along the "Belt and Road" to optimize R&D resources allocation,improve the efficiency of the use of R&D resources,enhance the ability of innovation and development,and helps promote the countries along the "Belt and Road" to work closely together and innovate collaboratively,so as to effectively promote the implementation of the "Belt and Road" strategy.This study selected the countries along the "Belt and Road" as the research object.Firstly,it summarizes the current research status of the "Belt and Road" strategy,R&D efficiency measurement method,R&D efficiency evaluation,and defines the notion of the "Belt and Road" strategy,countries along the "Belt and Road",R&D efficiency,and this paper expounds the theory of economic growth and the theory of technological innovation,and systematically introduces the Malmquist index method which is the efficiency evaluation method used in this study.Then it determines the the input and output indicators to evaluate the R&D efficiency of the countries along the "Belt and Road",and constructs the evaluation index system of R&D efficiency.Secondly,the current input and output in R&D activities of countries along the the "Belt and Road",and the comparison with the developed countries is analyzed,and the R&D efficiency from 2007 to 2014 of countries along "Belt and Road" is measured using the Malmquist index method.Then the causes of R&D efficiency change of the countries along the "Belt and Road" is analysed in-depth to find out the factors restricting the R&D efficiency improvement of the countries along the "Belt and Road".Finally,based on the analysis of the present situation of the R&D activity and R&D efficiency of the countries along the "Belt and Road" in this study,countermeasures and suggestions are proposed to speed up the upgrading of R&D efficiency,and provide effective decision-making basis for promoting the innovation-driven development of countries along the "Belt and Road".
