The economics of China is now entering a new normal development under the driving force of economic development is the development of change. In the past, our country relies mainly on investment, consumption, foreign trade this "troika" to pull the economy; and the current investment is declining, foreign trade also does not move violently only consumption growth is relatively stable. In this context, China has proposed to build public entrepreneurship and innovation, combined with increased public services and products to form a "twin-engine." Combined with the development trend in recent years and practical results, the public entrepreneurship and innovation, the economy really has brought new impetus to the development, and increase public services and products also have great development space for future upgrades to the social transformation and economy steady stream of power.September 7, 2015, the CPC Central Committee, the State Council General Office of the People's Republic of China issued "on the part of the regional innovation system to promote comprehensive reform pilot overall program," published in the country to determine the Beijing, Tianjin, Guangdong, Shanghai, Sichuan Anhui, Xi'an, Shenyang and Wuhan 8 reform Experimental zone. Total factor efficiency changes reflect changes in the provincial domain of technical efficiency and scale efficiency change both had the effect, but it does not reflect in the end is not in the forefront of the production curve, or no change in total factor reaches optimal production efficiency caused by scale. Sichuan innovationdriven development as a breakthrough mainly in four aspects, first, about the technical requirements of vanadium and titanium, shale gas, satellite communications, major equipment, aircraft engines, gas turbines, rail transportation and other industries with local advantages to carry out key technologies break; second, new generation of information technology, new energy, high-end equipment, new materials, biotechnology, environmental protection and other fields, train a number of strategic new products, lead and support the development of strategic emerging industries in Sichuan Province. Third, the construction of modern service technology supportsystem and promote e-commerce, Internet, networking, accelerate the development of mobile multimedia, producer services and other modern service industry; fourth driven food and beverage, oil and gas, automobile manufacturing and other traditional industries to dominate high-end development.Analysis of technological innovation efficiency characteristics of four domains, especially in Guangdong, Shanghai, Anhui chosen scientific and technological innovation, we can draw a lot to learn from the experience of Sichuan Province. Reference example Shanghai and Guangdong, Anhui, experience can be drawn from Sichuan Province to continue to increase the size by increasing the efficiency of major scientific and technological achievements to industrialized speed, Sichuan Province to promote "innovation and entrepreneurship, to enable SMEs Sichuan burst out of energy, so Chengdu, Mianyang, Deyang and technological advantages to SMEs can be well on the surrounding area downstream of the radiation, and create favorable policy environment, greater efforts to support scientific and technological innovation as the province's weak areas and technological innovation behind the region. The Sichuan Province to maintain and continue to improve the technical efficiency, we can continue to undertake more in line with their needs of high-tech transfer, and on this basis to develop their own scientific and technological innovation, to create the conditions to make their own competitive industries, such as information in the letter technology, new energy, high-end equipment, new materials, bio-field industries adding more technological innovation. Through two aspects to enhance the Sichuan Science and Technology Innovation Efficiency in competitive industries with potential industry, and the overall scientific and technological innovation to improve the ability of Sichuan Province.
