Preliminary Analysis Of Current Governance Status And Countermeasures For Import Food Safety

China is the largest food imported country in the world,and import food is become more and more important during the supply and consume in our country.And import food safey is also been concerning by more and more people.Under the framework of revised Food Safety Law,C hinese government has been speeding up construction of co-governance system and modernization of governance capacity for import food safety according to the national“13th Five-Year Plan”and governance strategy of food safety.However,it is just a beginning to realize the modernization of import food safety governance.The relevant research has been published very few.In the research,the author has analyzed the natures of governance,existing problems and their root causes of Chinese import food safety governance,and proposed the countermeasures for improvement of import food safety governance preliminarily by introducing public governance theory and analyzing experiences and lessons on import food safety governance in developed countries.The main contents and conclusions of the research are summarized as follows:(1)The institutional framework of import food safety governance in C hina has settled down preliminarily.The 19 programs have been formulated covering whole import food chain including anti-import,post-import and import point.Pertinent responsibilities of relevant enterprises,governmental bodies and other involved stakeholders for import food safety have been specifically defined.Some successful experiences of import food safety governance have been initially achieved in C hina,such as its nature of publicity,governmental legislation,politics and technology.However,the current conditions and risk of safety and quality of Chinese import food are facing with large challenge and pressure due to more import volume,great variety of import objects and sources,more involved stakeholders of long supply chain,emergency of new products,new technologies and new trade mode,as well information asymmetry of food safety for different stakeholders,etc.;Compared with developed countries/regions,there are main defects for C hinese import food safety governance,including insufficient supporting systems of regulations and standards,under-coordinative governance mechanism and insufficient governance capacity etc..It is facing much challenge and press of import food safety.(2)In terms of regulation and standard,supervision mechanism mode and regulatory capacity building,the governance systems of import food safety of EU,US,Japan and China have been briefly compared with the following conclusions for developed countries' systems: regulatory and standard system advanced and continuously being improved;principle of risk,science and outcome based;co-governance of multi-stakeholders and strict on-duty responsibilities for every stakeholder,etc.(3)In terms of the defects for Chinese import food safety governance,“co-governance of multi-stakeholders and strict on-duty responsibilities for every stakeholder” has been the basic thinking by introducing public governance theory and copying experiences in developed countries.It has been suggested in the research that China should speed up modification of correspondent regulations and standards,establishment of risk co-governance mode of multi-stakeholder involving and full-chain covered,build-up of governance capacity with the core of “internet + import food safety” and upgrade of our import food safety governance from multiple angels and aspects.In the aspect of multi-stakeholders,the research emphasized that Regulators should give full play to the role of “Metagovernance”;Market and enterprise should play an important role in the governance;The third department such as consumer should have an special effect on governance with external supervision.
