The export food inspection and quarantine mode used by some institution currently began in 2007 and were Stabilized in 2013.With the constant change of international and domestic economic and trade environment,the defects of current process in source allocation and process design reduce the efficiency of inspection and customs clearance of export food,which is difficult to adap to the requirements of improving the level of trade facilitation,promoting exports and stabilizing foreign trade growth,and also does not conform to the idea of modern management in recent years.Therefore,it is necessary to restructure and redesign its current business processes.In this paper,the whole process of export food from supervision,monitoring,inspection and release to visa clearance in the inspection and quarantine of export commodities of an institution is studied,this paper applies the methods of Delphi Method,analytic hierarchy process,failure mode and effect analysis,ESIA Method.Based on process optimization,risk management and the implementation of e-government,the export of a food inspection and quarantine process analysis,design and reconstruction,a flat organization mode of an organization was proposed.According to the survey,Comprehensive satisfaction degree of export food inspection and quarantine of some institution is 96.3%;The demand of Service object to simplify procedures,shorten the processing time,reduce the number of samples and laboratory test quantity demand is strong,about 97.44%;that still exist many factors affecting the export food inspection and quarantine process of some institution,still need process re-engineering.This design scheme has beenoperating in some institution,good effects were obtained.Export food production enterprises can complete the formalities inspection,inspection,release ofthe products indoors.The export inspection release "zero waiting " was achieved.The level of management was enhanced significantly,the export trade facilitation was promoted.
