At present, port is playing a more and more important role in the overall supply chain system. It is not only a single node for transportation between sea and land, but also a concentric point for the largest-volume cargo in the supply chain, and holds an important position in the comprehensive logistics system. In international trade, over 90% of cargo is delivered by shipment, accounting the largest share in the cargo transportation. Port is the starting point and the destination of the maritime transportation. The development of economic globalization has brought about both unprecedented opportunities and serious challenges for port expansion. To adapt to the quickly changed internal and external environment, the port enterprises are formulating their respective development strategies. According to the management requirement between development strategy and organization structure of enterprises, in order to make an efficient implementation of the development strategy, the existed organization structure of enterprises must be redesigned. The purposes of organization restructuring are to: (i) establish a client-oriented service system; (ii) focus on logistics service; (iii) simply the previous working procedures; (iv) optimize the handling and business processes; (v) adjust the organization structure; and (vi) realize the overall informatization in port management. In this paper, the author tries to apply the theory of BPR (Business Process Reengineering) to the stevedore business in Yantai Port, in the interest to solve the relevant problems in the transformation of organization structure.This paper consists the following contents:The first, the author introduces the operation performance of Yantai Port Group and Yantai United Stevedore Company (one of the subsidiary companies of Yantai Port Group), as well as the problems in respect of organization structure and business process. The author describes the research content, methods and technical route, and suggests to apply the management technology and methods of BPR to the stevedore business in Yantai Port.The second, the author briefs the basic theory and practice of BPR, as well as the experiences of some advanced enterprises and ports, thus sets up examples and makes a foundation for BPR implementation in the stevedore business of Yantai Port.The third, by utilizing the management technology and methods of BPR, the author puts forward a client-oriented working concept and proposals for simplifying business process, establishing flat organization, as well as the main content and orientation for BPR of stevedore business. The author makes an analysis on the present situation of stevedore business in Yantai Port, and offers recommendations on the solutions for transformation and optimization of organization structure and working process.The fourth, the author offers proposals on establishment of performance evaluation system, multi-level evaluation on BPR work and the implementation result. The customer satisfaction assessment shall be a key element in the evaluation, through which the implementation process can be analyzed and the practice of BPR can be highlighted.The fifth, taking consideration of the development strategy of enterprise, business ecosystem and the types of stevedore enterprises, the author puts forward the recommendations on integration and restructuring of the organizations.At last, the author discusses the realization process for organization design, so as to avoid the possible contradictions and problems during the implementation procedures.
