Research On Performance Evaluation Of Provincial Logistic Public Information Platform

In November 2013,the conference of national logistics public information platform's construction was held in Hangzhou,sponsored by the ministry of transport.The conference confirmed the general layout of China's logistics public information platform as "1+32+nX" and the provincial logistics public information platform has been identified as an important regional exchange node.From then on,China has entered the stage of development of logistics public information platform,the provincial logistics public information platform developed rapidly.Although our country has entered the stage of development of logistics public information platform,most literatures are mainly about the platform construction,and the research on the performance evaluation of logistics information platform is less,especially the evaluation of the operation performance of the provincial logistics public information platform.Based on the above consideration,this paper will set the research object as provincial logistics public information platform;integrate theory with practice;based on the research of performance evaluation and the logistics information platform at home and abroad.Firstly,this paper defines the concept of the provincial logistics public information platform based on its characteristics and the concept of logistics public information platform.This paper analyzes the function and operation mode of the provincial logistics public information platform.When selecting the evaluation method,this paper compares the commonly used evaluation methods.Because the evaluation index of logistics public information platform is difficult to quantify and there are so many indexes and its hierarchies,this paper chooses the fuzzy comprehensive evaluation method to evaluate the performance of the provincial logistics public information platform.This paper established an evaluation system with 6 secondary indexes and 20 three-level indexes.At the end of the paper,through the analysis of logistics public information platform in H province this paper finds out the advantages and disadvantages during the platform operation,provides scientificsuggestions for the later development of the platform,and provides reference for the same type platform's construction and operation.
