Research On The Risk Control And Early-Warning Of Public Logistics Information Platforms

Since our government put the logistics public information platform construction as one of the nine key projects of Chinese logistics industry in2009, under the support of governments, the logistics industry get rapid development, so the study of logistics public information platform of the risk early warning and control has very important meaning. The development of China ’s logistics public information platform had a late start relative to developed countries, but it is the same research directions with others.This paper studied the advanced achievements on the basis of logistics public information platform for risk early warning and control research. It is very important guide role to develop our country logistics public information platform.According to the characteristics of China’s logistics public information platform, and based on the basic program of the National Public logistics information platform, this paper analyzed our country logistics public information platform risks. Then, from the logistics public information platform customer expectations and the point of view of evaluation, it summarized the methods to eliminate risk, so as to construct risk early warning and control for the logistics public information platform, and to evaluate the various quantitative index calculation and qualitative index of the protocol which provided the theory reference. It made the research methods certain feasibility.For the study of logistics public information platform, first of all, the design in this paper analyzed the basic theory of risk warning and control related to lay the foundation for risk warning and control.Secondly, through the logistics public information platform for risk identification and in recognition to risk classification, it conducted process analysis from the risk factors and risk identification. what’s more, this paper conducted fuzzy comprehensive evaluation to analyze risk through the perspective of risk measurement and establish the early warning model in the process of risk analysis expert scoring method qualitative and quantitative methods of statistical analysis combined.Finally, based on logistics public information platform for research on the spot, with Z province as an example, it is the analysis of the risk early warning and control the entire process of logistics public information platform to conduct field research that makes this paper has certain reference and practical.In summary, this paper used a combination of practice and theory, qualitative and quantitative methods. It was not only from the platform external environment PEST angle and analysis from the operations of the platform itself, combined with logistics public information platform with its own characteristics for the early warning and control risk, but also allowed the researchers to have guidance summary and logistics public information platform construction achievements. Based on the research process about logistics public information platform of the system risk and non-system risk characteristics trying to establish different early warning model, it has some innovation.
