Research On Operating Performance Evaluation Of Regional Logistics Public Information Platform

Since the State Council issued the development plan of logistics industryadjustment and revitalization, the relevant government institutions, industrial park andenterprises have established a logistics information platform, to promote theinformationization of logistics industry. However, due to a lack of information sharing,linkage mechanism, etc., the platform’s effect is not so good, while the investmentamount is huge, and platform into information island; In this case, regional logisticspublic information platform arises at the historic moment. Based on the regionallogistics information’s collection, processing, analysis, on the one hand, the platformcan satisfy the enterprise or individual’s demand for logistics public information,improve business efficiency and enhance customer logistics service experience; Onthe other hand, it can support government departments in industry management,collaborative work mechanism establishment, to guide logistic industry to makingimportant decisions by providing some scientific basis. At present, mainlyconcentrating on logistics information platform’s planning and design, managementmethods, business model, the existing literature lack of research on performanceevaluation system of logistics information platform, especially in the regionallogistics public information platform.Based on the above consideration, this paper adopted literature&field researchand experiment&survey research methods, confirmed regional logistics publiclogistics information platform as research object, defines the connotation andcharacteristics of regional logistics public information platform based on the analysisof the research of logistics information platform both at home and abroad, finallymaked the evaluation object clear; Inspired by the balanced scorecard evaluationtheory, platform performance analysis from the financial dimension, the customerdimension, internal operational dimension, learning and growth dimension; Based onthe collaborative theory and system performance evaluation theory, regional logisticspublic information platform operating performance focuses on application effect inthe process of operation, at the same time, combined with factors affecting it, regionallogistics public information platform operating performance evaluation index systemis established, including4secondary indexes and14tertiary indicators; In this paper,integrated application of systematics, mathematical statistics and probability theory, computer science and other knowledge, theory and method of fuzzy comprehensiveevaluation has been researched in depth, the membership functions and relatedquestionnaire has been improved by adopting the combination of personal experienceand reference data acquisition mode, which makes the conclusion of evaluation moreclose to reality as much as possible.Finally, this paper chooses L regional logistics public information platform forempirical analysis. Through theoretical and empirical analysis, this paper summarizedthe inherent law of regional logistics public information platform’s operation, foundthe main problems existing in the process of operation, provided relevantmanagement operators or government departments scientific decision support.
