Tianjin Port as one of the first coastal ports of development in China, has already developed into a facility with advanced and convenient installations, port smooth, speedy customs clearance services as well as full-featured integrated hub.But its logistics information platform is still in enterprise-class.What's more, for circumstances or system restricts, there are few cases about interconnecting to other logistics information platform.For these reasons, the local harbor, airport, railway, highway system information and resources of port have not been fully effective used of. At the same time, the problems of lack of Bulk trading platform, logistics enterprises with low credit, transaction information release channels do not open are prominent. To optimize combination of the business data of port logistics information platform, including all aspects of port logistics—ustoms, maritime, commodity inspection, the immigration, railways, shipping companies, Shipping agency, freight forwarding, terminals, yards, transportation companies and so on, and to provide a comprehensive, efficient, transparent, integrated logistics services for enterprises and users in order to build a common port logistics information platform are the focus of current researches.In this paper, the design of port logistics information platform is studied of, and the Comprehensive Assessment of the port logistics capabilities validated the importance of logistics information platform construction.In platform design, based on the theory of port generation, Tianjin Port's position is clear. On the basis of the accurate positioning of the Tianjin Port the logistics mode is selected. And then, the development of strategic programs are drafted;Last, integrated model of the platform is designed.The regional,integrated and comprehensive platform include the foundation layer and the application layer which composed of professional logistics system, expanding logistics system, E-port and E-Government system, Financial service system, Coordination/value-added services provider system and the co-operation interface among different ports.To evaluate the comprehensive strength of the port logistics, a comprehensive evaluation index system is constructed and from the perspective of cluster analysis, Qingdao Port is selected as the reference port of Tianjin.Based on the review of a large number of literatures, the data values of the two ports'evaluation indexes are collected.With the use of entropy, the indicators are screened and the weights of them are established.With the combination of AHP and fuzzy comprehensive evaluation method, the comprehensive logistics strength of the two ports is evaluated.Based on the evaluation results,the two ports are considered as the quasi-first-class ports.Tianjin port is superior to Qingdao Port in both the logistics infrastructure and the economic interdependence, but has a large gap in the port information and should be made great efforts in building it.
