Research On Capacity Building Of Non-governmental Think Tanks In The View Of Modernization Of Governance Capacity

At the Third Plenary Session of the 18 th CPC Central Committee,the "Decision of the CPC Central Committee on Several Major Issues Concerning the Comprehensive Deepening of Reforms" stated: "The overall objective of comprehensively deepening reforms is to improve and develop the socialist system with Chinese characteristics and to advance the modernization of the country's governance system and governance capacity." Therefore,in order to achieve effective governance,we must have a strong intellectual support system to provide scientific,forward-looking,innovative ideological support.At present,China's think tanks are mainly divided into four categories: party and government think tanks,research institutes think tanks,university think tanks and social think tanks.Compared with the other three,social think tanks started late,but the openness of the decision-making has determined that its perspective is closer to the people's livelihood and can make its ownvoice to participate in policy decisions to make up for the limitations of the official think tanks.In recent years,with the innovation of party and state governance methods and governance concepts,social think tanks have grown vigorously.In the “quality”,some non-governmental think tanks have a strong international influence;in terms of “quantity”,social think tanks have a rapid development momentum due to their lower entry barriers;social think tanks are also actively involved in public decision-making.Using various ways to make your own voice.However,in the process of modernizing governance capabilities,the current state of social think tanks does not match the actual state.Among them,the existence of a short board is a major problem.Therefore,this paper uses the Charhar Institute as a typical case of China's non-governmental think tanks.Through case analysis,it combs the development stage,achievements,bottlenecks and obstacles encountered in the development of the capacity of non-governmental think tanks in China,and aims at modernizing the capacity of non-governmental think tanks in China's governance.The main aspects of the competencies of the proposed countermeasures and suggestions.
