Research On The Development Process Of China's Folk Think-tank

Society is a multidimensional precision of organism,the complexity,systematic and synergy of social governance often determines the government relied on its own to bear very high social cost,time cost,the cost of trial and error.Think-tank,can effectively bridge the gap between the knowledge and policy,is described as a "national intelligence" and "government extended mind".it is the "fifth kind of power" beyond the legislative,administrative and judicial,which has a huge impact on government decision-making and public governance.Under the background of advocating new think-tank construction with Chinese characteristics in our country,this paper tries to explore and research folk think-tank from the perspective of governance and history,combing the context of the development of every period,before and after the opening,making the study of Chinese folk think-tank continuity and systemic,hoping for providing constructive inspiration for the development location of our country folk think-tank and government governance.This research mainly relies ona think-tankpublications,lectures,China Knowledge Networkand the well-known Chinese folk think-tank website,using the literature analysis method,inductive deductive method to explore the origin and development courseof the Chinese folk think-tank,to analyze its core values and tap the advantages of its characteristics to reveal the reasons of success.This article thinks that,according to the domestic political and social environment and the study field of folk think-tank,our country folk think-tank can be summed upfour periods: the development of first exploration,scholars drives,social optimization and government promotion.Especially the government promotion period,to build new think-tank with Chinese characteristics,has passed the Chinese top think-tank and nation's high-end think-tank construction scheme,and the national folk think-tank finalists from scratch,from less to more,injecting fresh bloodfor thescientific and democratic ofpublic decision-making enriching its intellectual support.According to the analysis of the core value of the theory and practice of think tanks,at the end of this paper,the "government promotion period" of the private think tank itself,intelligence system and government governance and public decision-making respectively,and puts forward some suggestions,in order to provide reference for the governance of think tanks in China and the development of country.
