Think tanks are a symbol of a country's soft power.Since China initiated to set up the Chinese characteristics new-type think tanks,it has achieved remarkable results.But the level of decision-making consulting and the capacity of social services provided by think tanks are not commensurate with China's overall national strength and international status.The prominent dilemma that restricts the development of think tanks is: Among the most important relationship for new-type think tanks the two-way dimension of think tanks and the government has also been hindered by the hysteresis of deeply institutional reforms.In addition,they are complicated and entangled with each other.As a result,think tanks are still subjected to traditional governance and organizational structures,and it is difficult to support the modern transition of decision-making research paradigms and operating models required by new-type think tanks.New-type think tanks also face to the problem of lagging concept and action,insufficient internal mechanism innovation in initiative of self-remodeling at the same time,so it is difficult to fully fulfill their responsibilities and it presents the deep-seated structural contradictions.If the analysis of this contradiction is directed simply to the internal mechanisms of think tanks or the supply of government systems,it will not be able to explain the deep-seated attribution of the problem and respond effectively to the complexity of the problem.This article attempts to address this contradiction in the context of the modernization of national governance to make a comprehensive and systematic study,in order to understand the internal and external environment of the development of new think tanks more comprehensively and deeply.This research contributed to explore the structural influencing factors of its development and seek practical countermeasures that create more practical value for its development and optimization.These are basic argument of this article.The construction of new type think tanks is deeply related to the scientificity and efficiency of decision-making in government,which is the core issue of national governance,and related to the modernization of national governance that is composed of factors such as the reform of the national decision-making system and the innovation of the national system.China is confronted with major opportunities and challenges in the complex domestic and international society.The profound changes and shaping of the economic social structure and the operating mode that brought by the informatization,networking and intelligence have made such opportunities and challenges magnified unprecedentedly.Thus,the significance of improving the decision-making capabilities of the state and the government is further than any time before highlighted.As a special important and necessary constituent part of the whole reform of the decision-making system and the modern national governance,the sound development of new-type think tanks has become a significant practical and theoretical issue.There are three basic dimensions which have major impacts of the development of new-type think tanks in the overall governance framework: the supply system of the state,internal governance and the external relations of the think tanks.These three dimensions not only determine the development model and space of think tanks,but also are the important factors and link in the modernization of national governance.In this paper,mainly based on the theory of governance,participatory governance and network governance,combined with the "national system of supply — internal governance of think tanks—external relations of think tanks" framework,and referred to local Academy of Social Sciences as the core case studies,the in-depth and systematic research is launched in the three basic dimensions which aims to explore the structural problems and influencing factors in the development of new-type think tanks,and to optimize the path and countermeasures for the further development in the future.To judge the development status and issues of new-type think tanks,we have done a large number of empirical analyses from practical cases,especially based on the study of the Academy of social science in 31 provinces.This article systematically analyzes the three basic dimensions that affect the new-type think tanks,and proposes corresponding strategies for the development and optimization of them combined with academic literature review and theoretical resource support and based on the above comprehensive investigation and research.Firstly,in the governmental dimension,efforts should be strengthened to reverse the lack of prominent institutional supply issues and to improve the institutional supply and empowerment for the development of new-type think tanks.The supplying system of the new-type think tanks should includes the following factors: the guarantee system for participation in the decision-making process,institutional remodeling,think tank marketization and the standard system for modern communication guidance of think tanks;Secondly,in the dimension of think tanks internal governance,we should explore the reform of corporate governance structure of think tanks,innovate research mechanisms,management mechanisms and operating mechanisms systematically under the premise of clear strategic target positioning;Thirdly,in the dimension of think tanks external relations,we should focus on the important external relations formed by the development process of new-type think tanks,with the premise of activating the energy and vitality of the main body,aim to establish the cooperative network governance partnership which led by government and think tanks play its important role in this network.At the same time,we should optimize the national overall plan for the construction of new-type think tanks and continue to cultivate modern political civilization;while adhering to the principle of steady and gradual reforms,we should also accelerate the promotion of relevant legislative levels for the new-type think tanks' further development in order to ensure and regulate the development of think tanks under strong national legislation;we should also reasonably layout the think tank development system to establish the resource allocation model which would guarantee the balanced and energetic development of various think tanks,we should maintain the complete national knowledge resource and decision-making wisdom treasury composed by different types of think tanks;we should actively respond to the requirements of the big data era and promote the upgradation of information platform for new-type of think tanks.We should develop and implement an overall knowledge management and database network that covers the interconnection,co-construction,and co-governance and sharing among the government,think tanks,enterprises and the whole society.These measures are contributed to prepare for the establishment of a national wisdom decision-making model,so that continue to improve Chinese governance model in new era.
