Research On Chinese Think Tanks' Internal Reference

The Chinese government put forward the slogan of scientific decision-making many years ago,and attaches increasing importance to it.The Fourth Plenary Session of the 18th Central Committee of Communist Party of China also put scientific decision-making into the legal system and finally established the legal status the of government's decision-making consultation system.In this system think tanks are a very important type of consultant.In recent years,think tanks have taken an active part in our government's decision-making process and play an important role in government's policy-making and policy implementation.In China,think tanks can involve in government decision-making process through a very special and important way,which is presenting their reports in the form of "internal reference".It is a type of think tanks' reports that they present to Chinese government directly.In this procedure,only some selected think tanks are qualified to submit an internal reference,and only some designated people and selected government departments are qualified to read them.Different internal references created by different think tanks are presented to different people and government departments.With the number of Chinese think tanks increasing and their participation in the government decision-making process rising,the number of their internal reference is growing as well.Today think tanks' internal reference has become a very special and important type of document in China.However,a systematic study of it is in shortage.As far as I can determine,the existing literature only refers it to a way of think tanks taking part in the government decision-making and agenda-setting processes.My goal is to undertake a more systematic and comprehensive study of think tanks' internal reference by defining its concept,attributes,function,history,and current development status,and to identify problems and propose corresponding measures to address them.In the first chapter I discuss the background and the research meaning of this object,analyze the related research status,and introduce the Innovation of my study.In the second chapter I set forth the concept of think tanks' internal reference,and then discuss its characters and function.After that,I discuss other types of internal reference to help readers preliminarily understand think tanks' internal reference.In the third chapter,I review the development of internal reference in Chinese history,including the secret memorial to the throne in ancient China,internal reference news around the foundation of People's Republic of China,and think tanks'internal reference since Chinese economic reform.Then I compare the variance across different periods and types of internal reference to explore the development rule of this object.The goal is to provide some useful information to improve its development.In the fourth chapter,which is the critical section of this study,based on the related data in Chinese think-tank index(CTTI),I quantitatively analyze think tanks'internal reference information across years,regions,types and other factors to reveal its distribution and development rule.In this chapter,readers can understand the current status of think tank's internal reference thoroughly and better understand its future development.In the fifth chapter,building on the analysis of the prior chapter and the characteristics of think tanks' internal reference,I list some problems that think tanks' internal reference confront,including uneven regional distribution,the imbalance in the ways different types of think tanks reach government,the need for the internal reference of colleges and universities to combine the theory with?practice more.Additionally,the archives management problems of internal reference that think tanks confronting,need to be solve.I then put forward some corresponding countermeasures.In the final chapter,I review the earlier chapters' findings and summarize some of this paper's limitations.I also discuss possible extensions of this study.
