Along with the knowledge-based economic development,economic and social development has not only depended on the natural resources,more is the dependence on the knowledge resources,the changeable and complex environment requires the enterprise to pay attention to the human role.Similarly,modern enterprise capital investment is not limited to its investment in fixed assets,the staff recruitment,training,incentive,separation and life security should be put into higher funds.Therefore,how to scientifically and effectively control these costs and improve the controllability of the cost of human resource management is a difficult problem that enterprises need to solve.Based on these hotspots,this paper applies the elastic theory and control theory of management to the HR cost management of H Enterprise,establishes the elastic control model,and puts forward some countermeasures and suggestions to improve the controllability of human resource management cost through the model evaluation and application.The main research contents of this paper are divided into the following parts.First is the introduction part,this part mainly introduced the research background and the significance of this article,the research present situation at home and abroad,confirmed this article main work and the research content.Secondly,it introduces the related theories of human resource and human resource cost,the characteristics of human resources in software industry and the composing of human resource cost.The third part mainly analyzes the present situation and problems of HR cost management in H company.The Forth part is the analysis,viewpoint and suggestion based on the problem of enterprise.The conclusion of this paper is that in the aspect of human resource cost management,the enterprise should construct the human resource cost project structure according to the actual situation,divide the cost of human resources into two aspects of fixed cost and variable cost,and manage the management structure of the three-level assessment.Let the enterprise's human resources cost effective management.Finally,in the conclusion of the thesis,the paper puts forward the shortcoming of the research,and puts forward the future research directions and suggestions.
