With the development of the knowledge-based economy, the development of economic and social is not only dependent on natural resources, that is more dependent on knowledge resources, changeable and complex environment requires enterprises to pay attention to the role of human. Similarly, the modern enterprise capital investment has not only limited in its investment on fixed equipment, to invest huge sums of money on staff recruitment, training, motivation, turnover and life security aspects. Therefore, how to control the cost of scientific and effective, to improve the controllability of the enterprise human resources management cost, that is a difficulty for the enterprises. Based on these hot spots, the management of the elastic theory and control theory is applied to the cost of human resources management of enterprise, establish flexible control model, and the model evaluation and application, is proposed to improve the human resource management cost control measures and suggestions.This paper is a definition and analysis of enterprise human resource management cost, on the basis of previous studies, which determine the cost of human resources management. The human resources management based on cost, specifically on the quantification analysis, analysis of the cost of human resources management of enterprises by various methods of Statistical Science measurement.Secondly, according to the results of the study, questionnaire design, measure the importance of each factor, extraction of basic elements of the enterprise human resources management cost control37; and using Delphi method to obtain finally the key factors affecting the enterprise human resources management cost control28.Once again, the28key factors to establish a measurable indicators, we construct the evaluation index system of enterprise human resource management, cost control, and calculate the weight of each index by analytic hierarchy process. Construction of the human resource management system of cost control, elastic control model was established by the method of mathematical modeling.Finally, select the A group to evaluate the control model of resource management cost analysis, according to the results of the model application, from the point of view of control theory, to strengthen the control of enterprise human resource management cost, put forward countermeasures and suggestions.
