| Food traceability system and information system are the effective means for government to improve the efficiency of food safety supervision.The food traceability system built by Xiamen Municipal Administration for Industry and Commerce in 2011 is difficult to meet the urgent needs of the current society for food safety supervision due to institutional adjustment,functional integration,lack of function,backward technology,and so on.Aiming at the deficiency of the system,the theory of process reengineering is introduced to diagnose the system from five aspects:customer demand,organization,operation process,operation mechanism and information technology,and it is found that the system is difficult to meet the needs of customers(users).This paper discusses the necessity of the reengineering of the system and points out the direction of the reengineering of the system,such as the flaws in the operation process,the unconformity of the operation mechanism with the law of the market,the incomplete coverage of the organization and the backward information technology system,and so on.Construction demand for traction,and establish the construction target reasonably.Taking the current policy background of national food safety supervision as the analysis object,and then determine the overall demand for the Construction of system Reengineering;according to the problems diagnosed in the early stage and the new requirements of food safety supervision and drawing lessons from the experience of food traceability system construction in the early stage,the goal of system reengineering is scientifically determined,and based on the existing public information network,a food traceability system with compatible system,information sharing,comprehensive coverage,complete function and reasonable cost is proposed.Plan and design the system framework and functions according to the construction objectives.According to the principle of prospective design,it is proposed to introduce provincial bureau,state bureau and other customers to reserve interfaces for system data sharing;and to build a cloud exchange platform for government affairs to speed up the efficiency of information processing;to follow the steps of cleaning,simplifying,integrating and automating,and optimize the operation flow of the system;to change the original government-led construction model,to propose a new construction model,which is market-oriented and government-assisted,to encourage food producers and operators to build their own food traceability systems and information systems,and to use cloud computing,the new information technology,such as data mining,analyzes the system big data,deeply excavates the data hiding information,automatically generates the whole process information chain and early warning information of food traceability,and establishes the risk early warning mechanism;that enriches public rights and supervision of food safety governance channels,change the concept of "government governance" to"social co-governance" concept.The reconstituted food traceability system is more agile,flexible,fast,efficient and intelligent than that before reengineering,which saves construction operation and maintenance expenses,and increases the enthusiasm of food producers and operators to fulfill their obligations and cooperate with their work.Enhance the awareness of public rights protection and participation in supervision,and promote food safety social co-governance.This paper explains the promotion effect of process reengineering theory on redesign of food traceability system,and enriches the application of process reengineering theory in Chinese government innovation. |
