With the improvement of people’s living standards, the quality and safety of foodincreasingly attract people’s concern and attention. Although the food quality andsafety traceability system has experienced many years of development in thedeveloped country, traceability function of food traceability system in China failed toeffectively play. Our food traceability system construction is in its infancy while someof the more developed cities are also actively exploring the way on food traceabilitysystem. The eventual establishment of food traceability system and the behavior ofthe major stakeholders have very close ties. Therefore, analyzing the behavior of themajor stakeholders and exploring the behavior of the main factors affected thestakeholders’ decision-making is necessary to find the reasons on impact ofinformation for effective transition. Based above study, how to propose theestablishment of policy recommendations for improving food traceability system andpromote the effective delivery of food traceability information and enhance the rapidtraceability function and improve food traceability system, have become the keyissues that must be studied and solved. The paper studies on these issues that willhave important theoretical and practical significance.This paper is mainly based on asymmetric information theory, public choicetheory, farmer and consumer behavioral science theory and transaction cost theory.First of all, the paper studies the development of Beijing’s food traceability system infew years. Secondly, it studies the behavior of farmers, enterprises, consumers andgovernments through theoretical and empirical analysis to find the limit factors oftraceability function. Finally, it makes a general summary of research for thestakeholders and the influence of the main factors that acts effectively, and thenproposes reasonable policies and recommendations for the establishment andimprovement of China’s food quality and safety traceability information system.
