Green smart city is the inevitable trend of future municipal development and a groundbreaking point for solving each ecological and environmental problem in the municipal development at this stage.Therefore,in order to enable the masses to have a green,healthy,ecological,livable and technologically intelligent living environment,urban development should move in the direction of green and intelligent.However,what kind of green smart city is reasonable and effective? This requires us to integrate multiple elements and explore its level of development.In this contribution,the research results at home and abroad are reviewed,and simulation and numerical analysis are used to determine the results.taking Hefei City as an example,we evaluate and predict its green smart city development level and propose corresponding enhancement strategies.First,the development status of smart cities and green smart cities at my country and foreign is highlighted,and the existing research results are summarized from two aspects: research perspectives and research results.At the meantime,the concepts of green cities and smart cities and the successful cases of green smart cities at my country and abroad are sorted out to lay the foundation for the accurate clarification of the concept and connotation of green smart cities,and to lay the theoretical foundation for the construction of the following index system.Secondly,on the basis of comprehensive conformity to the connotation of green smart city and the conceptual principles of index system construction,a systematic framework analysis of green smart city is conducted and a set of preliminary set of evaluation index system is identified.The methodology of re-evaluation of indicators was adopted,and a set of 5 sub-systems and 30 indexes was finally formulated to evaluate the green smart city index architecture.Then,the entropy method is utilised to perform an overall evaluation of the horizontal development level of Hefei’s green smart city.Through lateral verification and long-term evaluation,the scale of green and smart city development in Hefei is measured,and the advantages and disadvantages of its construction process are analyzed,laying a realistic foundation for the following countermeasures.Finally,a dynamics model of the green smart city system in Hefei was constructed based on the system dynamics theory,which includes five parts: smart economy subsystem,smart science innovation subsystem,ecological environment subsystem,smart infrastructure construction subsystem and smart livelihood subsystem.Vensim software is used to simulate the model,and the results show that in the future,the construction level of green smart city in Hefei will keep a steady upward trend.All subsystems play an important role in the development of green smart city,among which the effect of smart economy subsystem is the most obvious.Then,Based on the above achievements,we recommend feasible solutions to elevate the standard of green and intelligent development in cities.
