With the acceleration of the pace of reform of rural systems in China,agricultural production and management methods are constantly adjusted and changed.The small-scale decentralized management model can no longer meet the requirements of modern agriculture for mechanization,science and technology,and large-scale development.The fundamental solution lies in the implementation of moderate scale operations of agricultural land.The promotion of moderately scaled management of agricultural land not only overcomes the fragmentation of land,but also improves the efficiency of agricultural production.This paper focuses on the research of scale and distribution of moderate management of farmland based on summarizing and collating a large number of related literatures and takes agricultural land in Qianjiang City as the research object,and obtains data from field surveys and related statistical yearbook data.The paper uses the model of income maximization to measure the scale of farmland management in Qianjiang City and verify the results;Then the farmland in Xiongkou Town and Houhu Management District was used as the object of comprehensive evaluation of appropriate scale operating conditions and zoning verification targets.In order to build an evaluation index system for appropriate scale operation of farmland,the factors such as nature,location,facilities,labor force and circulation are comprehensively considered.By means of Jenks,the agricultural land in two verifying areas was divided into several different levels and regions with obvious differences in scale management,and regional characteristics were analyzed;Finally,according to the results of the study,the relevant policy suggestions are put forward,and it is hoped that the theory and practice will provide some reference for the smooth development of the appropriate scale management process of the agricultural land in the research area.The main conclusions of this study are as follows:1)Qianjiang has a unique advantage in the large-scale management of agricultural products such as grain and oil production,fruit and vegetable planting,aquaculture and other agricultural products relying on its rich agricultural resources,and the new types of agricultural management are widely developed.At present,the major agricultural business models include large agricultural households,family farms,professional cooperatives,and leading enterprises.Among them,large agricultural operators are more mature,but lack certain stability;The family farm has a simple organizational structure,but there are also problems with the cultivation of new farmers;The management type of professional cooperatives can effectively increase the income of farmers,but the internal cooperation mechanism needs to be improved;Although the operating type of leading enterprises can achieve one-stop production,supply and marketing,the legitimate rights and interests of farmers need to be guaranteed more effectively.2)Farmland management scale calculation results.Based on the statistical analysis of the survey data of rural households,the cobb-douglas production function and the model of income maximization were used to measure the appropriate scale of farmland management in Qianjiang City.The calculation results showed that the appropriate scale of operation for the average household and per labour force in Qianjiang City was 3.7942-4.4248 hectares and 1.7707-2.0650 hectares respectively in 2016.The current scale of operation of the average household and per labour force is 0.8977 hectares and 0.4189 hectares respectively.Further use of research methods to verify the measurement results based on the principle of economics,the verification results showed that the above model measurement results have a certain degree of rationality.3)The results of moderate scale operating conditions classification and division of farmland.The evaluation index of appropriate scale operation of farmland in Xiongkou Town and Houhu management area was constructed from the aspects of nature(map area,dimension index,etc.),location(distance from central towns and villages,etc.);facilities(ditches density,road network density),labor force(number of labor force and agricultural labor force),circulation(willingness of farmer circulation,ratio of agricultural income)and so on based on the determination of the evaluation unit.Then calculated the comprehensive value of each evaluation index,and obtained the final classification of the appropriate scale operating conditions of the two verification areas and the partition results.As a result,the moderate scale operating conditions of farmland in the verification area were divided into five levels.Then taking into account the principle of centralized continuation and the actual conditions of regional agricultural land scale operations,the verification area was eventually divided into four areas,namely,the dominant area,the good area,the middle area and the worse area.Among them,the dominant areas are mainly distributed in the Guanmiao office,Liutang office in the northwest of the Houhu Management District and parts of the Huangzhuangyuan Office in the south;the good districts are mainly distributed in the south and east region of the Xiongkou Town and Houhu Management District;the middle region is mainly located in the central and western regions of Xiongkou Town;the poor regions are mainly distributed in the northeast region of Xiongkou Town.This study uses the model of income maximization to measure the appropriate management scale of agricultural land.This is mainly based on the realization that peasant households maximize their agricultural production income is an important prerequisite for the implementation of appropriate scale farmland management.This is less common in the past studies of modest operating scale.In addition,a comprehensive assessment of the appropriate scale operating conditions of the regional agricultural land from the aspects of nature,location,facilities,labor,etc.,and reconstructing the agricultural production space,on the one hand,it reveals the spatial distribution of the appropriate scale management conditions of the regional agricultural land.On the other hand,it also provides new ideas and references for the study of moderate scale management of agricultural land in the region.
