Spatial Differentiation And Measuring Of Poverty Vulnerability Of County In Hunan Province Of Wuling Mountain Area

The strategic node for China to fully build a well-to-do society in 2020 and the poverty-stricken population in rural areas have all come out of poverty is imminent.My country's poverty reduction mission has also officially launched the charge of attacking the country.At present,poverty in poverty-stricken areas is no longer a"general" of poverty caused by economic underdevelopment,lack of social systems and social security,but caused by the poor natural conditions,unbalanced regional development and low population quality with a series of significant regional characteristics about the conditions of the "dot" poverty.Only by accurately understanding and grasping the breadth and depth of regional poverty,and strengthening farmers' resilience to poverty risks,can we establish a long-term mechanism to achieve stable poverty reduction and regional development.This research originates from the consideration of field surveys,poverty status,and poverty reduction policies in Wuling Mountain Area of Hunan Province.At first,From the perspective of geography and economics,this paper attempts to introduce poverty vulnerability related theory and use field survey data in 2016,Based on the perspective of farmers,the indicator system for poverty vulnerability in counties will be constructed based on the entry of rural households into the poverty risk(living burden,health care,education burden,housing security)and risk bearing capacity(human capital,material capital,income sources).The concept of forward-looking analysis of poverty vulnerability was incorporated into the poverty measurement study;Secondly,Using quantitative methods such as entropy TOPSIS model,GIS spatial analysis,partial correlation analysis,and grey correlation analysis to quantitatively analyze the extent,spatial differences and influencing factors of county-level poverty vulnerability in Wuling Mountain Area of Hunan Province;Finally,based on the above analysis and on-the-spot investigation to investigate the causes of the regional difference of County in Wuling Mountain Area of Hunan Province,and put forward different strategies and suggestions according to local conditions.The results can be obtained as follows.(1)The county with high poverty and vulnerability in the area is in the form of "three" strip-shaped space clusters.The low-level poverty-stricken counties are contiguously distributed among the highly impoverished and vulnerable counties,while the middle-level poverty-stricken areas are mainly Distributed on the provincial border.(2)The low self-development ability is the basic reason that restricts the poverty-stricken people from seeking their own development and getting rid of poverty,so that it is difficult to meet their minimum survival needs("two-insurance" and "three guarantees").(3)Factors such as excessively high population burden coefficients,low labor quality,and lack of stable sources of income are likely to lead to health risks and income risks that result in unbalanced income and expenditure structure of households,thus weakening the ability of rural households to resist the impact of poverty risks.(4)The factors that conspicuously affect natural conditions,the long-term low-level development of regional economic and social development,and the lack of endogenous motivation all contribute to the significant regional difference of County in Wuling Mountain Area of Hunan Province.Based on summarizing the theory of poverty and poverty vulnerability,this study selected 36 counties as case studies in Wuling Mountain Area of Hunan Province,which is a region with concentrated regional characteristics of contiguous destitute areas,as an empirical research object,which will not only help to further develop poverty vulnerability measurement theory.It can also support the empirical research on poverty vulnerability to a certain extent to be more realistic,objective and reliable.However,due to the lack of panel data and lack of time series data,the accuracy and applicability of the poverty vulnerability measurement system need to be further improved.
