Both the knowledge and technology are indispensable condition that promote the high-tech enterprises' sustained development,human capital is the only creator of advanced technology,and the human capital plays an unshakable role in the operation and management of high-tech enterprises for the sole creator of advanced science and technology.High-tech enterprise as the pool of human capital has attracted and gathered number of talent persons in research,technology and management.However,in its management of human resource,it also has to face to the brain drain which is one of the most serious issues at the same time.Many scholars and managers have been studying the contents of the prevention and countermeasures for this condition.Without a quantified index measures the best staffing,it is difficult for senior administrators to investigate about the brain drain and the corresponding strategies are impossible to be made which will take the high-tech enterprise into a vicious circle.The brain drain of ZP high-tech enterprise was taken as the subject to be investigated and the related knowledge in human capital has been teased carefully.On the basis of authoritative theory and model of brain drain,both the present situation of human resource management and the impact on the enterprise were detailed by questionnaire,literature review,empirical analysis and interview.The causes of brain drain was investigated from the enterprises' last three years records also.Finally,the reasons of brain drain have been acquired by the empirical analysis,and five feasible countermeasures were presented.
