As knowledge economy integration, IT application came to our modern daily life, especially, after China entered WTO, China's state-owned enterprises have to get involved into global competition and face severe challenges. However, the focus of the competition has been shifted along with enterprises strategic resource transfer, that is competition shifting is from material resource such as capital, product to brain resource competition——human resource competition.For State-owned enterprises, especially the knowledge-based, high-tech industries——FAW Group, it is in a position of disadvantage during this human resource competition. Brain drain has been the main factor which is effecting the enterprise existing and developing. Why do we have the brain drain issue? How to avoid the brain drain issue? This is a weighty matter before FAW group operators and managers.This research targets FAW Group as the subject, analyzed FAW group high-tech talent drain root reason, proposed the relevant countermeasures initially. In this research, the difference of the follow of qualified personnel and brain drain are clarified one by one, and advocated to actively face the follow of the qualified personnel to make personnel could offer their biggest"use value"in the proper positions. Entering WTO helped the progress of China's participation in the global economy, our stated-owned enterprises including FAW group should enhance enterprise property ownership system reform, resolve completely the phantom issue of owner; enhance the corporate culture establishment in new enterprises, build up the core idea of"taking people as a dominant factor",by planting corporate values outlook, enterprise spirit and personnel loyalty to set up a cooperative, creative and developing modern enterprises. Only in this way, our state-owned enterprises should ensure their positions in such severe market competition and realize the target that national industries stand firm forever among the powerful nations of the world.
