The Study Of Improvement Of Food Safety Supervision And Management Under The "3-in-1" System

Food safety has been the focus of public concern in recent years.Meanwhile,there is a common phenomenon of buck passing between departments because of the separated supervision of food safety in China.Our country has started a new round of reformation of food safety supervision and management system since 2013,trying to form a unified and authoritative department that maintains whole process food safety supervision.After years of exploration,a grass-rooted "3-in-1" law enforcement department,which is known as market supervision and administration,is formed.Through the investigation into food safety supervision of Nanjing LuHe district,this thesis studies the status quo of the " 3-in-1" system,analyzes its cause of formation as well as characteristics and short comings.The thesis points out 4 shackles that hinder the progress of grass-roots supervision department:benefit gambling between governmental departments,the lack of adaptive capacity caused by poor integration,the imbalance between the number of supervisors and the objects that are being supervised,as well as too much emphasis on the result rather than the procedure.Based on the theory of administrative organization and society cooperation governance,this thesis studies the disadvantages of "3-in-1" food safety supervision and management system and proposes five improved supervision mechanisms:vertical coordination,horizontal communication,power and responsibility match,justice-oriented supervision evaluation,society cooperation governance acceleration.Finally,under the study of the latest market supervision reform plans since The 19th National Congress of CPC,this thesis looks forward to the prospect and proposes that the grass-roots market supervision departments should implement the reform target of making a relatively independent law enforcement team without hesitation,carry out pilot practice of integrated supervision,strengthen the training of compound talents,and promote the reform of market supervision from physical mixing to chemical integration.
