Analysis Of Unfairness And Countermeasures For Chinese Housing Accumulation Fund System

As the saying goes,be it ever so humble,there is no place like home.A house to a man is necessary for survival in the society and concrete refection of sense of belonging.Every country is actively focusing on solving the housing problem,which relates with people's basic survival and development,and also affects national social and economic security.The first pilot housing accumulation fund system was established in ShangHai in 1991.Since then,this system has been developed and improved to a better condition by easily operation and funding increasing exponentially in recent years.However,as the development and growth of our country,the increasement of house price is much larger than the improvement of national income level,and very little corresponding reformation and adjustments have been made for the housing accumulation fund system.Thus,its public function,the policy-related economic system protection,is relatively weakened and the justice problem is getting more obvious.Actually,many experts suspect this "rob the rich to help the poor",because it violates the original intention of housing fund accumulation system when it was established to support people to loan and boost housing consume ability.Therefore,from the equity viewpoint,there is significant meaning to do deep research of housing fund accumulation system.The main content of this paper is to research housing fund accumulation system in the fairness of the lack of performance and the corresponding solutions of equity enhancement.First,briefly introduce the definition of Chinese housing fund system,and assure the direction to determine equity.Then,briefly introduce Chinese housing accumulation fund establishment background,development history,and current status,then list the related injustice in the establishment and operation of housing fund system.In addition,discuss the reason of lacking equity in this system.Finally,based on the experience of provident fund system in Singapore and Germany,presentmore advice on our system and equity improvement.Based on our own situation of Chinese housing accumulation fund establishment and operation,this study is focusing on importing the developed countries' experience,correcting the function of housing accumulation fund,accelerating the legislation level of housing accumulation fund,completing housing accumulation fund system,straightening out housing fund management system,strengthening the supervision system subject,establishing the unified national network information system and dynamic accommodation mechanism,and strengthening the housing accumulation fund publicity work.These will improve Chinese housing accumulation fund equity and provide positive suggestions on further development of Chinese housing accumulation fund system,which will have better implement to protect this system and benefit thousands of households.
