Research On The Problems And Contermeasures Of The Management Of Housing Accumulation Fund In Tangshan City

The housing accumulation fund system is the social housing security system which is accompanied by the reform of the housing system in China.As an important part of our cou ntry's social security system and a central part of the housing system reform,housing provident fund played an important role in the aspects of deepening and promoting the reform of the housing system,the establishment of the new housing system and the social security system,supporting the basic housing consumption,and improving living conditions etc.With increasing coverage of housing accumulation fund,the body gradually expanding and the housing market developing rapidly,the problem of housing accumulation fund system in the aspects such as fairness,efficiency,regulation and function is highlighting,which has aroused hot discussion and question from all walks of life.The housing accumulation fund is an individual housing fund raised by the state according with law.In terms of the nature of the funds,the housing accumulation fund is a private property with a specific purpose.In order to manage and use this kind of housing fund properly,the national regulations set up a housing fund management center based on the establishment of districts and cities.And the housing fund management center take charge the management and operation of housing accumulation fund funds.With the continuous development of the housing fund system,the housing fund management center,as a quasi-financial institution,is facing the urgent need to improve its management level,efficiency and better services.This paper takes Tangshan City housing accumulation fund management center as the research object.First,analyzes the connotation,nature and characteristics of housing management fund,and expounds the development process of housing management fund.Secondly,analyzed the basic situation of housing provident fund management in Tangshan city.In-depth study of Tangshan housing accumulation fund management existed problems,found that after the establishment of Tangshan housing accumulation fund system,it is affected by the national housing provident fund policy and the local economic situation.The process of business development is slow and the management is not perfect,and there are certain risks and hidden dangers.It is mainly manifested in the limitations of the development space and weakening of the function,the insufficient coverage of the population,the weakening of the loan guarantee,the low efficiency of the value preservation and value-added,the low level of standardized management of funds,the low level of information construction and the uneven quality of the staff.Through careful analysis,it is found that the main reasons for the problem are inaccurate positioning of the system,the lack of cognition of the main body of the deposit,the role of the regulatory body and functional departments is virtual,the unscientific setting of the loan conditions,the lack of professional talents and special funds,etc.In view of the existing problems,the paper put forward specific countermeasures and suggestions: first,improve the concentration of housing accumulation fund management;second,expand the coverage of housing provident fund;third,improve the role of housing provident fund loan guarantee;fourth,to maximize the value-added income of housing provident fund;fifth,strengthen the standardized management of funds;sixth,strengthen the construction of service platform;and seventh strengthen the construction of the staff.
