Public rental housing is an important part of the country housing safeguard system.N0.45 Document of State Council<2011>"about the state council general office on low-income housing project construction and management guidance".The flow for the net population of the large and medium size cities should increase the proportion of public rental housing construction.Since the year of 2011,the construction for Public rental housing has been enlarged constantly by Shenyang Municipal Government,the total areas and rent numbers have been increased constantly also.However,due to the content and standard for property management service not refined,the property service management department not clear,the relevant laws and regulations not sound and other more issues highlighted which lead to the uneven present situation of property management for public rental housing.Pay more attention to the construction and despise the management which seriously impacts the value and sustainable development of Public rental housing demand.Therefore,exploring the property management mode for Public rental housing in Shenyang is imminent.The article starts with housing property management,expound the theoretical knowledge of property management for Public rental housing.Start with the present situation of Shenyang Public rental housing which summarize the therein existing problems and analyzes the mainly reasons.Afterwards,based on the similar overseas advanced housing property management mode,summarized the constituent principles which aim at the Shenyang Public housing property management that build a new management mode for Public rental housing in Shenyang.Finally,improve service consciousness,enhance investment in educational technology,support from the policy and legislation,making the Public housing residential property management standard,complete the appraisal mechanism,play a role on economic lever,intensify the communication between the industry associations and total seven directions to upgrade the management suggestions of level for Public rental housing and estate.
