After more than 30 years of development of the housing system reform and more than 10 years of exploration in the field of housing security, China has initially established a multi-layer and all-directional pattern for housing security system, which providing many people with good housing security and improved their living conditions. In recent years, public rental housing has gradually become the main part of housing security system in our country. During the "Twelfth Five Year Plan" period, public rental housing has achieved so rapid development. With the scale of public rental housing growing, the later stage management is also facing all kinds of challenges in future. Shenzhen is one of the earliest cities to develop the public rental housing, many policies of public rental housing in this city is very advanced and typical. Under this background, we will take Shenzhen as an example to research the later stage management of public rental housing so that we can provide good advice to its sustainable development. Of course we also wish that other cities can get some good ideas of the development of public rental housing from our study.First, the paper analyzes the position and characteristics of public rental housing in our country, define the scope of public rental housing later stage management, and also explain the meaning of sustainable development. Next, the paper introduces the welfare economics theory, government intervention theory, governance theory and public goods game theory, and points out the significance of the theories to this paper. On the basis of theoretical basis, we combine some relevant statistical data with some case to analyze the development of public rental housing and the problem in the later stage management from kinds of perspective, including the building with rent, the characteristic development, management and relevant laws and so on.Then, the paper use the literature and related theories as the theoretical basis of this article, use the real case of Shenzhen as a reference to the practice, under the guidance of both theory and practice, from the perspective of sustainable development, and based on understanding the source of the problem with exit mechanism of game theory model to discuss exit management optimization and make use of diversified property management model to discuss the property management optimization, which obtained the ideal solutions, discussed the feasibility and draw a definite conclusion.Finally, according to the conclusion of the optimization research, this article puts forward some measures to ensure the sustainable development of public rental housing in the later period, which improve the corresponding laws and regulation, establish the housing security information platform to promote information sharing and the development of Big Data, develop two-way incentive mechanism both of rewards and punishments to improve the supervision system and so on. We must pay attention to the coordination of all participants when we draw up and use these measures, and introduce the market mechanism fully in order to guarantee the sustainable development. The post management of public rental housing is related to its sustainable operation. It should give full play to the role of each participating subject, and introduce the market mechanism, so as to ensure the sustainable development of the public rental housing.
