It' s an important livelihood issues to improve the living conditions of the low-income people and it' s helpful to promote the social harmony and stability by speeding up the construction of affordable housing project.And it also has significant influence on the economic development and the fairness of social resource allocation.The Chinese government has already realized the importance of affordable housing,especially the public rental house.While the reality is we don't have mature experience in public rental house operation and management.And meanwhile the public rental house project is known as huge investment,low efficiency and long payback period,the traditional pattern of commercial real estate construction is not workable in this situation and it is huge pressure burden for the local government.On the other hand,how to operate and manage the already built public rental house is another tough problem.As a result,it's emergency to find out an effective way to solve the establishment,operation and management problem of the public rental house.This paper is aiming to make a progress for our country's affordable housing project by doing research and study about advanced experiences and discussing the risk management issue.It started with sorting and generalizations about advanced foreign countries'experiences.And then analyzed the current situations and future tendency of China's affordable housing project and the public rental house project.The POR model is based on the previous study.And then the author discussed the feasibility and specific operation mode particularly,analyzed the risk management correspondingly.The purpose of this article is to rise the public attention to the public rental house and make a remarkable guidance for the prospective study in the future.
